- Description
- Furnish and Install all work and labor required by the contract documents to renovate a portion of the first floor of the existing passenger admin building at the Land Port of Entry in Champlain NY. This is an interior renovation project, and includes but is not limited to finish work, ballistic protections, electrical work, minor mechanical work, limited fire protection work, and temporary facilities. Total project area is approximately 5,400 SF The Project will require: (1) Installation of temporary facilities for the client Agency, Customs and Border Protection (CBP). (2) Demolition of the existing Admin Area (3) Construction of the New Facility (4) Removal of the Temporary Facilities Please note the following: 1. The Champlain Passenger Processing area is open 24-hours a day, 7-days a week, 365-days a year and cannot be completely �shut down� during demolition and/or construction. 2. The passenger processing area must remain open and operational at all times. Partial closures and realignment can be accommodated. Existing public restrooms must remain open and operational except for short, planned and scheduled utility shutdowns. 3. Therefore, temporary facilities will be installed as required to maintain existing CBP operations. Construction work may be accomplished simultaneously with the potential exception of noisy or obtrusive work (such as odors) that may disrupt tenant operations. 4. If specifically required, work during any Federal or Canadian/Quebec Holidays will need to be coordinated. All Base Work (if awarded) must be Substantially Complete no later than two-hundred twenty-seven (227) calendar days after the Notice to Proceed is issued. TYPE OF SET-ASIDE: This requirement will be solicited as a 100% Total Small Business set-aside. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this procurement is 236220 - Commercial and Institutional Building Construction with a size standard of $39.5 Million. SELECTION PROCESS: This is single phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Experience, Past Performance, Staffing Plan, and price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered equal to price. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. The estimated issue date for this solicitation is on or about June 12, 2020 with an estimated closing date of June 26, 2020. Upon issuance, the solicitation and supporting documentation will be posted and can be found on the Government Wide Point of Entry located at beta.sam.gov under solicitation number 47PC0220R0019. To be eligible for any federal contract award, a firm must be registered in the System Award Management (SAM) at http://www.sam.gov The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
