- Amendment A0001 provides responses to vendor submitted request for information. Below outlines all questions and reqponses as of 29 May 2020. 1. The Bid Schedule does not include fields for travel, lodging, and meals and incidentals expenses; is the referenced notice limited to / intended solely for air quality monitoring contractors within the local commuting area of Las Cruces, NM? Travel, lodging, meals, and incidental expenses shall be included in the cost line item for the work. 2. Can the Bid Schedule be modified / amended / augmented to include additional cost items that may be associated with the air quality monitoring? (e.g. travel, lodging, M&IE, etc.) The bid schedule cannot be modified, any additional costs shall be included in the cost line item for the work. 3. It appears from the Statement Of Work (SOW) that AHERA clearance air samples (40CFR763.90(i)(2)(i) and Appendix A to Subpart E of Part 763, III.B.7.d), is there or will there be live electric service in the residence or will the abatement contractor or air quality monitoring contractor need to provide their own electrical service (e.g. portable 120 V AC generator or battery powered fan units, etc.) for the aggressive air sampling? The Government will not provide any utilities. 4. It appears from the SOW that personal air samples for lead (Pb, 29CFR1926.62(d)(1)(iii)-(d)(1)(iv)) and breathing zone air samples for asbestos (29CFR1926.1101(f)(1), should be / best if personal), will these samples be collected on the abatement contractor�s / subcontractor�s (employer�s) employees who will be performing the actual abatement work (critical exposure group), and, will these air samples be collected concurrently with the abatement contractor�s / subcontractor�s (employer�s) own personal air sampling of their employees, or will these air samples be the sole air samples collected for the abatement project and the results shared with the abatement contractor / subcontractor (employer) for reporting to their employees and for their OSHA record keeping purposes? Personal air samples for lead and breathing zone air samples for asbestos are the responsibility of the abatement contractor to meet OSHA requirements for worker safety. All sample results should be included as project records. The air quality monitoring team under this procurement is to ensure the abatement work can be environmentally cleared; this monitoring includes baseline, daily samples, and post-completion. The two contractors are required to coordinate with each other. End of Amendment This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and procured under the authority of FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 20204062001 and is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, May 06, 2020. This is a 100% Small Business Set-Aside, the applicable NAICS code is 541620 with a size standard of $15 million. The Government is seeking quotes to provide lead paint and asbestos abatement monitoring remediation services. The project is located at the United States International Boundary and Water Commission (USIBWC) Las Cruces Field Office located at 504 S. Miranda Street, Las Cruces, New Mexico 88005. The attachments to this solicitation include: Scope of Work (SOW); Asbestos Survey Report 19357; Las Cruces Lead and Asbestos Survey Report; Wage Determination No. 2015-5448, Revision 10 dated 23 December 2019, Bid Schedule; and appropriate provisions and clauses. Contractors shall include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.� This may also be completed online at SAM.gov. SITE VISIT: Vendors are encouraged to attend an agency organized site visit. Site visits may be scheduled by contacting Mr. Flavio Apodaca at (575)541-7050 or Flavio.Apodaca@ibwc.gov. While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. Any questions related this solicitation shall be submitted to Carmella.Speer@ibwc.gov in writing no later than 2:00pm MST on Friday, May 29, 2020.
