- The US Army Corps of Engineers (USACE), Rock Island District, intends to procure Qualtrax Compliance Software Licenses and Subscription in compliance with Warning Order (WARNORD) 2018-39 Qualtrax Automated Information System (AIS) Implementation on a sole source basis with Qualtrax Incorporated of Blacksburg, VA,� in support of Headquarters USACE.� This procurement is in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements.� NAICS CODE: 511210 Software Publishers SIZE STANDARD: $41.5M Qualtrax fulfills the goal of the USACE standardization initiative by enabling a single quality management solution that reduces duplication, fragmented initiatives and optimizes technological capabilities. Qualtrax is an all-in-one system that integrates critical compliance capabilities enabling: � Track metrics � Holistic reporting capability � Captures lessons learned � Share knowledge throughout the Enterprise THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Friday, 19 June 2020 at 10:00 A.M. CT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a government award, a firm must be registered in the System Award Management (SAM)(www.beta.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
