SOURCES SOUGHT SYNOPSIS (SPMT) The Defense Logistics Agency (DLA) Maritime Puget Sound is issuing this sources sought synopsis as a means of conducting market research in order to identify parties having an interest in and the resources to support a requirement for some threaded nuts, parts and accessories as follows: 1 each������������������ ��������������� 50 TON PRESS 1 each���������������������������������� TURNKEY INSTALL Dimentions: Maximum machine footprint: 84 inches by 61 inches. Requirements, the press shall have meet the following criteria:, Press, Fully operational in ambient environment ranging from 50�F - 95�F., All words on instruments, control panels, and plates shall be in the English language, Use U.S. units of measure., Press shall be 4-post construction, up-acting or down-acting. , Moving bolster shall travel on full circle bronze bushings., Moving bolster shall allow 0.001� deflection per foot of platen span maximum at full clamping load., Chrome housing posts with self-lubricating bronze ram guide bushings. , Bushings do not require external lubrication. , Replaceable bushing., Press shall have a clamp capacity of 50 tons at maximum operating pressure., Press shall have a closed-loop control to maintain bed-to-ram parallelism., Parallelism will have four-axis control with a feedback loop time of no more than 1-msec., Daylight shall be 24 inches minimum. , Cylinder stroke shall permit platens to fully close and travel to 24 inches daylight without an extension., Working height � Top of lower platen shall be no higher than 39 inches from floor at its lowest point., Maximum machine footprint: 84 inches by 61 inches., Power requirement: 220 VAC 3 Ph, 60 Hz , Platens , Alloy steel or stainless steel platens, Dimensions 36 inches x 36 inches. Blanchard ground flat and parallel., Each platen shall have 3 .75 inch T-slots.� Center and 12 inches center to center left and right., Platens shall include electric heating elements, capable of heating the platens at least 10 deg. F per minute. , Platens shall be capable of reaching 360 deg. F operational temperature, Platen heating shall have protective covers to protect operators from harm., Platen cooling is not required., Platens shall be wired and controlled with thermocouples (9 each platen minimum)., Platens shall have perimeter insulation., Hydraulic system , Self-contained hydraulic system with all required pumps, valves, safety valves, filters, heat exchangers, etc. built into frame., High-volume, low-pressure circuit for rapid open and closing, Low-volume, high-pressure circuit for building and maintaining clamping pressure , Minimum onset (controllable) load shall be 8 tons., Maximum load (controllable) shall be 50 tons., System shall have indicator for hydraulic filter replacement., Electric fan powered oil cooler thermostatically controlled., ,�� Controls, System shall have PLC controls to individually control each platen temperature and system hydraulic pressure., Controls shall keep pressure within 5% of set point (measured as hydraulic line pressure)., Controls shall keep platens within +/- 5 deg. F of set point(s)., Dual linear and pressure transducers in the main ram cylinders for optimal. , Programmed to display a warning on the HMI and automatically switch over to the backup transduce , Two-hand operation safety system (OSHA anti-tie down circuit) to close the press., Press open switch., Power on/off with indicator light., Heater on/off selector switch and indicator light., Hydraulic system on/off switch and indicator light., Automatic / Manual operation selector switch and indicator light., Emergency stop button on control panel. Emergency stop shall cut all power to system � release clamping pressure and shut off heating to platens., Adjustable proximity switches for open, fast open, and slow close position., Digital outputs to record temperature and pressure., Control will record and display the following to the nearest tenth of an hour to at least the ten thousands (99,999.9)., Time press is powered on., Time hydraulic pump is on., Time in operation., , Markings, The following signs, labels, placards and certifications will be placed on the machine in an accessible and readable location. All words shall be in the English language.� Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background.� All plates shall be corrosion resistant., OSHA Compliance certification by National Recognized Testing Laboratory (NRTL).� The equipment installation and its component parts shall be in compliance with 29 CFR 1910, NFPA 70 and NFPA 79.� Approval shall be as specified under the �Approval� and �Acceptance� criteria in the OSHA regulations Subpart �O�, Machinery and Machine Guarding paragraph 1910.212 and Subpart �S� Electrical, paragraph 1910.303 and paragraph 1910.399., Safety signs and labels in accordance with NEMA Z535.4 shall be securely attached to the equipment in visible locations, at the point of hazard(s), with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the signs., A lubrication plate shall be permanently and securely attached to the machine.� The plate shall contain the following information:, Points of lubricant application, Servicing interval, Type of lubricant, Viscosity, Military or Federal Specification for each lubricant (If applicable), Size and type of each lubricant filter, A nameplate shall be permanently and securely attached to the machine.� The nameplate shall contain the information listed below.� If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records., Nomenclature, Manufacturer's name, Manufacturer's model designation, Manufacturer's serial number, Power input (volts, total amps, phase and frequency), Contract Number or Order Number, Date of manufacture, Contractor shall pressure test system at their facility., Contractor shall calibrate pressure and temperature controls. Statement of Work (SOW) for 50 Ton Heated Platen Press 5/1/2020 Background The Inside Machine Shop Advanced Rubber cell at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Bremerton utilizes heated platen presses to manufacture polymer matrix composite parts by compression molding. The cell is replacing a 50-ton heated platen press that is beyond economical repair. 1.1 Scope PSNS&IMF intends to purchase a new 50-ton heated platen press for compression molding polymer composites. Contractor shall unload delivery vehicle and move press into operational location. Contractor shall connect utilities to press.� PSNS&IMF will provide electrical disconnect within 20 feet of installation location. Commissioning, Testing and Training Contractor shall commission the press to ensure it is ready for operation. Contractor shall test the hydraulic system, controls and platens to ensure they meet the requirements of this document. Contractor shall provide on-site demonstration and training of control system to PSNS&IMF operators and maintenance personnel to ensure proper operation and maintenance of the press. Documentation A complete list and SDS SHEETS of Oils, greases and any other hazardous materials required for commissioning of the machine will be supplied 30 days prior to machine arrival. 3 each Sets Contractor shall provide electrical schematic. 3 each Sets Contractor shall provide hydraulic schematic. 3 each Sets Contractor shall provide Bill of Materials for maintenance and replacement of parts. 3 each Sets Contractor shall provide calibration certification. 3 each Sets Contractor shall provide instructional and maintenance manual/s. Deliverables, delivery of the following items shall be made within 16 weeks of award: Press per Section 3.1 System demonstration and training per Section 3.3 Documentation in accordance with Section 3.4 Special Considerations PSNS&IMF Bremerton is located at the 1400 Farragut Ave, Bremerton, WA. Shipping on and off-Center requires U.S. citizen drivers that will pass background checks and vehicles with contractors badging, current registrations and insurance. Transportation must be coordinated with PSNS&IMF Shop 31 POC 10 working days in advance of the proposed visit start date. Contractor shall perform work in accordance with OSHA standards. Contractor shall perform work in accordance to OSH-II-9 Contractor shall be given a copy of OSH-II-9 upon arrival to perform work. Installation responsibilities Government� Contractor �(��� )������ ������� (XX)��� a. Furnish labor and material handling equipment for off-loading and placing item in installation location. (��� )���������������� (XX)��� b. Provide and install anchor bolts and nuts. (��� )���������������� (XX)��� c. Set and rough level the machine. (��� )���������������� (XX)��� d. Level and align machine. (��� )���������������� (XX)��� e. Connect machine to the provided utilities hook-up. (��� )���������������� (XX)��� f. Provide all necessary tools, gages, and instrumentation necessary to perform the required tests. (��� )���������������� (XX)��� g. Provide and charge all systems with fluids in accordance with manufacturer's instructions. (��� )���������������� (XX)��� h. Material for performance testing at Government facility. (��� )���������������� (XX)��� i. Material for performance testing at Contractor's facility. (XX)��������������� (���� )��� j.� Provide utilities hook-up within 20 feet of the machine (XX)��������������� (���� )��� k. Government will inspect the connection of the electrical utilities from the machine to the electrical disconnect box. Warranty A standard One Year Warranty on Parts and Labor. Twelve (12) months from signature of Acceptance. Security To obtain access to Naval Base Kitsap � Bremerton, refer to the security section of the issued contract. Ten (10) business days prior to an on-site visit, the Contractor shall complete the visitor information portion of the PSNS&IMF �Visitor Badge Request�, PSNS form 5512/127, a �Vehicle Pass Request for Access to the Controlled Industrial Area (CIA)�, PSNS&IMF Form 5530/25 Upon receipt of the Visitor Badge and/or Vehicle Pass requests, and at least five (5) business days before the NAVSEA CIA badges are needed, the sponsor will submit the request(s) to the Naval Base Kitsap � Bremerton Pass and I.D. Office. Proof of Citizenship: Contractors working within the CIA are required to be United States citizens and must show proof of citizenship (see Navy Commercial Access Control System (NCACS) or solicitation/award documentation) prior to receiving a NAVSEA CIA badge. Working hours:� All work is to be performed during PSNS&IMF�s regular work hours from 7:30 a.m. to 4:00 p.m., Monday through Friday except for Federal Holidays. Restrictions. Restricted colors:� PSNS&IMF uses the colors magenta, yellow, red and blue to identify specially controlled materials.� The Contractor is specifically prohibited from using magenta, yellow, red or blue colored plastic wrapping materials or bags, tape, or other covering materials. Radio restrictions:� Operation of privately owned citizens band or amateur radio equipment (receive and transmit) within the geographic limits of PSNS&IMF is prohibited. Computers and Cellular phones:� The use of company or privately owned personal computers and cellular telephones without photographic capability by contractor personnel at PSNS&IMF is restricted but not prohibited as outlined below. Company Owned Computer Equipment without photographic capability are authorized for companies under current contract with the U.S. Government.� If the KO/COR deems use of company-owned computer equipment necessary to execute the contract, the KO/COR is required to complete and submit an �AIS Security Survey for Visitor Computer Equipment� PSNS&IMF Form 5239/49 (10) business days prior to use. Privately Owned Personal Computers and peripherals are prohibited at PSNS & IMF. Cellular Telephones without photographic capability are authorized at Naval Base Kitsap and PSNS&IMF Government Activity.� Talking on a cellular phone is not permitted at any time while driving anywhere within the Government Activity. Photography/Recording:� Contractor personnel are prohibited from having photographic equipment (including cell phones and watches capable of taking pictures), tape recorders, zip drives, personal electronic management devices, or other recording devices in their possession while inside the government Controlled Industrial Area (CIA). 9.
