Description
This is a sources sought synopsis for the General Services Administration, Public Buildings Service, Region 8. This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of potential sources. Information gathered from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, method of evaluation, and for any other planning purposes. This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information. General Description of Anticipated Scope:��The primary goal of this project is to relocate the current trailer from the east side of the highway to the west side of the highway. The project is for construction activities as needed to accomplish the project objectives, goals, and scope. Possible construction activities may include site work;�relocation of the existing temporary trailer; structural foundations; repair of any damages that occur to the structure at new location; plumbing, electrical, and mechanical hookups; inspection platform installation/construction; and construction of parking area with striping. Anticipated Dates for Procurement and Project: Post Presolicitation Notice:� 06/12/2020 Release of Solicitation:� Early- to Mid- July 2020 Award Date:� Late August 2020 Construction Start Date:� Late August 2020 Substantial Completion:� November 2020 The above dates are for informational and planning purposes only and may be subject to change. The most important aspect of the schedule is to make sure construction activities are properly coordinated for the season given the�short window in North Dakota. Contract Type:��The anticipated type of contract is a firm-fixed price type contract. The project method of delivery is general construction services. NAICS:��The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $39.5 million. Subcontracting:��In accordance with FAR 52.219-14, contractors must perform at least 15 percent of the cost of the contract. Set-Aside:��The Government intends to use information from this sources sought and other market research to guide decisions about any type of set-aside. At this time, no decision has been made to set-aside this requirement. Bonding:��Performance and payment bonds may be required if the construction contract exceeds $150,000 (see FAR subpart 28.102-1(a)). Method of Evaluation:��The Government plans to evaluate proposals in accordance with FAR Parts 15.3 and 15.4. Factors that may be evaluated include past performance and technical approach. Selection will be made based on the proposal that represents the best value to the Government. The Government reserves the right to establish a competitive range in interest of efficiency. The details of the method of evaluation are subject to change based on planning decisions, and interested contractors should reference the solicitation after it has been posted to Contract Opportunities through the System for Award Management. Requests for Information:��Interested contractors are requested to respond directly via email to the GSA Contracting Officer, Dylan White, at dylan.white@gsa.gov by July 12, 2020 no later than 3:00 p.m. Mountain Time. Please include in the email the following information:� company name, point of contact, business unique entity identification (UEI) number (such as DUNS), and business size and socioeconomic status. Interested contractors may submit a capabilities statement for the Government to review as part of market research.� Note:� Any proprietary information submitted in response must be clearly marked. Questions for Response: 1.� Do you have capabilities to efficiently moblize for construction in Dunseith, ND? Have you done work in or proximate to this geographic area? 2. Please indicate any limiting factors that may make the project opportunity less attractive to your business. Other Information:��If a solicitation is released for the need described above, then all intersted firms must be registered in the Government's System for Award Management (SAM) to be eligible to submit an offer.
