This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following:� DTRA's eNWEDS program consists of a set of modern, relational databases containing results from high-fidelity calculations of nuclear airblast, groundshock, thermal, and ionizing radiation environments.� eNWEDS includes application program interfaces (APIs) and a user interface (the Nuclear Effects Calculator, NECALC) that allow users to quickly calculate, through interpolation, nuclear environments given input parameters that include yield, height-of-burst, and various meteorological and environmental conditions.� Additionally, the eNWEDS program includes maintenance of the Probability of Damage Calculator (PDCALC), which is used to calculate damage from nuclear weapons to structures and equipment, as well as injuries to personnel.� eNWEDS and its associated interfaces comprise DTRA�s primary fast-running tool for operational users to calculate nuclear-weapons environments, and as such eNWEDS is integrated into a variety of other codes owned by DTRA stakeholders.� Due to the high technical readiness level requirements for codes that eNWEDS is integrated with, such as the Enhanced Consequence Assessment (ECA) application, eNWEDS and PDCALC must be rigorously validated and verified. DTRA seeks a performer with capabilities to assist in the continued development and maintenance of eNWEDS, NECALC, and PDCALC, who is also capable of provide recommendations, technical insights, and subject matter expertise to advance the state of the art of eNWEDS as an operational tool to meet stakeholder requirements.� This project will be done in close collaboration with DTRA�s Nuclear Capability Services (NuCS) effort, which will play a major role in transitioning eNWEDS to a broad range of operational users. Specific requirements are as follows: � Develop and maintain modern relational databases for nuclear airblast, groundshock, thermal, prompt radiation, delayed radiation, and dust environments using modern-high fidelity nuclear weapons effects (NWE) codes. � Develop and maintain middleware and APIs (to include Windows- and Linux-compiled dynamic libraries) for integration into NuCS, DTRA�s repository for NWE codes and transition pathway to ECA and other applications. � Perform rigorous internal validation and verification of all software code deliverables, and ensure technical documentation is prepared at publication-ready quality to accompany all APIs and environments databases. � Provide subject matter expertise in support of code development efforts, peer review efforts, meetings, working groups and exercises with DTRA stakeholders. Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a Six (6) page white paper, in 12 point Courier New font (not including cover page, cover letter and table of contents). Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
