- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees. AFRL requires wavemeter system with the follow specifications: The system, Quantity 1, consists of: HF-ANGS WS8-2+1X8PCS - Measurement range: 330 to 1180 nm - 8 input channels switch operating over entire measurement range with no loss of accuracy or resolution - Absolute accuracy: ������������������������������� 330 - 420 nm: �0.01 pm ������������������������������� 420 - 1180 nm: �2 MHz - no moving parts - CW and pulse laser measurement - fiber coupled - very low light input requirements, 0.08 � 60 �J or �W - high speed USB 2.0 interface HF-LC-PID 8-TIME - PID option for stabilizing the laser to any wavelength ��������������� � external AD-card (16bit +/- 10V) ��������������� � output voltage can be adjusted to match your lasers input ��������������� � Laser control software to lock the laser to any wavelength or program a sequence of functions (step, triangle, sinus...) ��������������� � software for finding the right PID parameters automatically HF-RACK - Integration into 19 inch subrack HF-TTL - TTL-Synchronization option HF-ND:YAG - Iodine Stabilized Nd:YAG laser and integrated SHG ��������������� � Stabilized on the saturated absorption spectrum of molecular iodine. ��������������� � Nominal output wavelength: 1064.491152 nm ��������������� � Output power: 5 mW at 1064 nm ��������������� � Nominal output wavelength of SHG: 532.245576 nm ��������������� � Output power: 2 mW at 532 nm ��������������� � Absolute accuracy: +-100 kHz ��������������� � Tuning range at 532 nm: 700 GHz The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425 The Government has determined that no other source has commercial offerings that can meet this requirement of locking 8 arbitrary lasers of different colors in the range of 330nm to 1180nm to an absolute frequency reference.� It is believed that this wavemeter system is the only wavemeter system that can satisfy the requirements of 2 MHz absolute accuracy with a 100 kHz absolute frequency optical reference. If this system is not procured there will be a halt of future experiments for the Government and will cause the inability to meet yearly program milestones. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2020. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
