Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price contract for the replacement of electronic modules and associated software for the model OTS-570 Portable Oxygen Regulator Test Set (PORTS). This procurement will be completed in the form of an Engineering Change Proposal (ECP) to develop Windows 10 compatible hardware and software for the existing OTS-570 test sets on a sole source basis with Aerospace Control Products Inc. (CAGE CODE: 58918).� The OTS-570 PORTS electronics module, firmware used on the electronics module, and software used to operate the test set are proprietary to Aerospace Control Products, Inc. (CAGE 58918). Aerospace Control Products, Inc. is the sole designer, developer and manufacturer of existing OTS-570 test sets.� As the OEM, Aerospace Control Products, Inc. is the only qualified manufacturer and supplier of the OTS-570 PORTS and is the only known source that is capable of retrofitting the existing OTS-570 test sets. The Navy does not have the data rights to the software or hardware, making it is impossible for the Navy to retrofit the existing OTS-570 test sets independently or with assistance from any entity other entity.�� There are no planned future requirements for this item at this time. Therefore, this action will be an establishment of a sole source contract action to Aerospace Control Products, Inc. 1314 W 76TH Street, Davenport, IA 52806?1305.��� NAWCADLKE intends to award this order under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1.� Interested firms may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice.� A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.� Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� No solicitation will be available for this procurement.���
