- The National Park Service, Washington Contracting Office, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary for completion of the Mechanical and Structural Upgrades and Exterior Envelope Improvements at the Old State House, Boston, Massachusetts. The Old State House is one of the most significant historic sites in the nation, labeled by the Congressional National Historic Sites Commission as �the most important public building in American history prior to the Declaration of Independence�. The structure is a National Historic Landmark. This project is a partnership between the between the National Park Service (NPS) and Revolutionary Spaces. The project includes Basic Requirement work and Options. The Basic Requirement consists of providing all labor, materials, equipment and travel to address critical climate control, energy efficiency, and fire safety conditions House. Upgrades at this site include the following: installation of new high-efficiency boiler, upgrading the system�s four air-handlers, replacing coils and valves, installation of new fire alarm system devices, components, panels and wiring, and installation of new light fixture dimming system, components, panels and wiring. Options include exterior wood repairs, painting, replacement of windowsills, repointing exterior brick, and installation of new magnetic interior storm windows. A brief summary of the Basic Requirement and Option work follows: A. BASIC REQUIREMENT (1) Remove existing steam heating service and associated HVAC mechanical equipment, components, and conduits and replace with new, natural gas heating service and HVAC system. (2) Remove and install exterior perimeter concrete, structural and waterproofing work. (3) Remove and install new fire alarm system. (4) Remove and install new lighting fixture dimming system. B. OPTIONS (1) OPTION 1 Prepare and paint all tower elevations, including siding, rails, windows, columns, cornices, and ornaments. (2) OPTION 2 Prepare and paint all wood elements on the north elevation, as specified. Work includes cornice, window frames and sash, door frame, surround and doors, and dormers. (3) OPTION 3 Replace eight (8) exterior wood windowsills on the south elevation and one (1) exterior wood windowsill on the east elevation, as specified. Restore deteriorated wood door surround on the north elevation, as specified. Paint all new and existing affected woodwork. (4) OPTION 4 Cut and repoint brick mortar joints on north and south elevations from grade to the bottom of the wood cornice. (5) OPTION 5 Remove and install new, magnetic, interior storm windows. The full project scope is fully detailed in the Drawings and Specifications that will be attached to the posted solicitation. The estimated construction range for this project is between $1,000,000 and $5,000,000. A tentative date for the Preproposal Conference and Site Visit is scheduled for July 20, 2020 at 10:30 a.m., however verify the final date and time in the issued Solicitation. The meeting location is the Old State House, located at the intersection of Washington and State Streets, 206 Washington Street, Boston, MA 02109. Three days prior to the meeting email the company and names of those attending the meeting to sheila_rushlow@nps.gov. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in Sections L and M of the Solicitation. The Government anticipates award of a firm-fixed price contract on or before November 27, 2020. The Solicitation with be issued electronically on the Beta Sam Gov Website: https://beta.SAM.gov with a link for further connection to FedConnect at https://www.fedconnect.net. Offerors interested in doing business and receiving a copy of the Solicitation must register on both beta Sam Gov (https://beta.SAM.gov) and Fed Connect (https://www.fedconnect.net) websites. The Solicitation with specifications and drawings will be posted on or about July 6, 2020. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on August 6, 2020.
