Description
NASA�s GSFC/WFF plans to award a seven (7) month period of performance extension to Blue Canyon Technologies (BCT), LLC.� The purpose is for continuation of the HaloSat Mission Operations Center (MOC) support, anomaly resolution, and collection and distribution of science data for the HaloSat mission while the spacecraft bus is still in orbit. �For the initial effort awarded in July 22, 2016 with a 12 month period of performance plus a (4) four month option, BCT was competitively awarded a purchase order to provide a commercially available 6U CubeSat spacecraft which included integration with the NASA provided science instrument and testing. The Halosat MOC was awarded on February 16, 2018 as a 16 month contract (base period through December 16, 2018 and one option through June 16, 2019). �A modification was issued on September 13, 2019 to incorporate a 12 month extension that included one (1) 4 four-month option and one (1) eight-month option.� The contract is currently set to expire on June 16, 2020.� NASA/GSFC WFF� plans to issue a seven (7) month period of performance extension on a noncompetitive basis to BCT in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m., Eastern Standard Time, on June 12, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
