Description
The VISN 10 Network Contracting Office (NCO) 10, Louis Stokes Cleveland VA Medical, Cleveland, Ohio intends to negotiate a sole source contract with Steris IMS the only authorized Distributor and owner of the proprietary rights to the Steris VerifEye Borescopes. This is for the acquisition of Steris VerifEye Borescopes in support of radiology department at the Louis Stokes Cleveland VA Medical Center (LSCVAMC) 10701 East Boulevard, Cleveland VA Medical Center. The North American Industry Classification System Code (NAICS) is 334510. The Government believes that Steris IMS is the only contractor that can satisfy the current requirement of the agency. Therefore, the Government intends to proceed with a sole source for the required equipment. This procurement is for eighteen VerifEye Video Borescope 1.9 Meter Inspection Unit. and eighteen VerifEye Borescope Video Camera Control Unit (CCU) utilizing FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). To the best of our knowledge, Steris IMS is the only source that can provide the required equipment. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within five (5) business days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer via email at christopher.callihan@va.gov. Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, on or before COB June 4, 2020, the VA will proceed with the sole source award to Steris IMS for the Louis Stokes Cleveland VA Medical Center. The borescope will be utilized by Sterile Processing Service (SPS) to visualize the inside of cannulated instrumentation that we process. This will be especially utilized for hard to clean cannulated instrumentation that include Shavers, Davinci Robotic arms, Suction cannulas, laparoscopic insulation sleeves, an any other instrument that has a cannulation in which the SPS technician is not able to visualize with the naked eye. The Verifeye scopes by Steris are currently the only borescope that is offered in HD that meet our size requirements of a of visualizing cannulated devices from 1.6 mm and greater. This allows SPS technicians to check small cannulated surgical instruments for Bioburden and other debris that may interfere with the Sterilization Process. These scopes also are the only ones that can be submerged in decontamination and then sterilized via Sterrad hydrogen peroxide in order to prevent cross contamination from one instrument to another. Of all of the models that have been previous models purchased, the Verifieye is the only one to provide clarity to all internal surfaces of the instrument to allow the technician to easily and clearly see the presence of bioburden. Other borescopes have had a fuzzy picture or picture was not as clear as needed to properly visualize these internal structures. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
