VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C252-19-AP-4657 Eaton Corp PLC Technician Services 537-18-103C Contracting Activity: Department of Veterans Affairs, Network Contracting Office 12, Great Lakes Acquisition Center, for Jesse Brown VA Medical Center, Chicago, Illinois 60612. 2237: 537-20-2-6924-0207 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Re -programming of existing VA owned Eaton Programmed Logic Controller (PLC) equipment. Eaton Factory trained and certified programming technicians will modify the programming in the PLC that controls/operates the 4160V dual ended main-tie-main electrical substation that provides power to the entire Jesse Brown VAMC Campus. In addition to reprogramming, programming technicians will coordinate with VA, Utility ComEd, and Energy Systems Group (operates and maintains Energy Center on JB VAMC campus) for various functional performance tests during the main-tie-main for programming and adjustments of the protective relay setting for cogeneration. During down time for each functional performance test, training will be provided to VA Electrician staff on sequence of operation, service, and maintenance of the 4160V equipment. The estimated cost is: $124,200.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Eaton Corporation is the manufacturer of the PLC. Programming Technicians must be Eaton Corp trained and certified with programming medium voltage equipment sensation function. In addition, must be authorized to have access to the required applicable Eaton Corp Factory proprietary software and PLC access codes. The programming technicians are factory trained and certified by Eaton to program the system in compliance with the Illinois Commerce Agreement, accommodating on-site cogeneration of power. Programming technicians are trained in the prevention of electrocution. Programming by an inexperienced or untrained person could risk unscheduled/accidental full campus power outages that can put patients at risk of injury or death. Description of market research conducted and results or statement why it was not conducted: No market research was conducted. In this sector, this is considered proprietary and other manufacturers will not accept the liabilities of programming another brand equipment. Additionally, manufacturers are not willing to relinquish the proprietary software and access codes to their substation equipment due to the liability. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
