Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition provides for the procurement of Ejection Seat Wiring Harnesses and associated Production Support Services in support of United States Navy (USN) F-5 Block Upgrade configured aircraft to include new ejection seat wiring harnesses, tools required to facilitate harness installation, installation services, and associated technical supporting documentation necessary for installation and airworthiness certification. USN F-5N aircraft equipped with US16J Ejection Seats will undergo a Block Upgrade modification that adds a discrete safe/arm visual indication displayed on the warning/caution panel. To facilitate the signal from the US16J seat to aircraft wiring/display, the existing seat harness installed on the US16J will be replaced with a new design harness that includes the addition of a safe/arm micro-switch. NAWC-AD intends to award a Firm Fixed Price (FFP) Delivery Order under a Basic Ordering Agreement (BOA) on a sole-source basis to Martin-Baker Aircraft Company, Ltd. (MBA), Higher Denham, United Kingdom for a Period of Performance (PoP) from 26 July 2020 to 25 July 2021. Manufacture of supplies shall occur in the United Kingdom and the installation place of performance will be Fallon, Nevada. At this time, MBA is the only source that can provide the manufacture, installation, and delivery of required items and services without an unacceptable delay or interruption to the Fleet. MBA is the approved source for F-5 ejection seats under DFARS 209.270-2, which is the design control activity for an aviation critical safety item and is responsible for identifying, qualifying, and approving manufacturing sources and suppliers. The supplies and services described above are available only through MBA who is the sole designer, developer, and manufacturer of ejection seats for the F-5 aircraft, which are critical to aircrew safety and survivability in the event of a mishap. Only MBA possesses the requisite knowledge, technical expertise, required technical data, production tooling, facilities, and experience necessary to support engineering, manufacturing, testing, and logistics tasks associated with MBA ejection seats. Statement of interest and capabilities package: Interested Parties may identify their interest and capabilities in response to this synopsis. Submission requirements are detailed below. The information contained within this synopsis is provided for interested parties to utilize in the development of their capabilities statement package. If there are any questions about the information contained within, or areas that may need further definition, please identify those in the response. All data received in response to this synopsis, marked or designated as corporate or proprietary, will be protected from release outside the Government. Information and materials submitted in response to this request will not be returned. Classified material shall not be submitted. Interested parties should submit a brief capabilities statement package (no more than twenty (20) one-sided, 8.5x11 inch pages, Times New Roman font of not less than 10 point font size) demonstrating their eligibility to perform each of the services defined below. Documentation should be in bullet format. All responses must be sufficient to permit agency analysis to determine capability to meet timeline of this requirement. This documentation must address at a minimum the following items: Company Name, Address and Points of Contact including name, telephone number, fax number, and email address. Company Business Size, CAGE code, DUNS Number, and mailing address. Corporate Experience: Prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the requirements described herein. Company Profile: Office location(s), annual revenue history, include number of employees, statement indicating business size and, if company is small, small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), or 8 (a) business. This requirement is being procured under the Product Service Code (PSC) V121. The applicable North American Industry Classification System (NAICS) code is 488190 and the size standard is $35M. Businesses of all sizes are encouraged to respond. Capabilities: This information will be used to determine if sources are capable of satisfying the agency�s requirements without an unacceptable delay or disruption to the Fleet. Include responses showing capabilities to perform the below, any related assumptions, issues, and risks associated with the following, along with an Integrated Master Schedule (IMS) showing how the approach would be executed in order to meet the Government�s required timeline for services. � 5.1 Ejection Seat Wiring Harness 5.1.1 The contractor shall provide two complete wire harnesses ready for installation in US Navy aircraft.� This includes developing and delivering instructions, drawings, and parts required to complete the installation.� 5.2 Installations 5.2.1 The contractor shall fully install one new seat harness, providing installation training to maintenance and Fleet Support Team personnel, and observe the installation, conducted by trained maintenance personnel, of the second new seat harness to confirm installation processes are accurate and repeatable. 5.3 Installation Tooling 5.3.1 The contractor shall provide all the necessary tools to perform the installation.� These tools will be left in the possession of the host installation activity once installations are completed. 5.4 Parts and Tool Control 5.4.1 The contractor shall be responsible for the management of contractor owned hand tools and their inventory at all times for the duration of the installations.� Inventory includes all parts, hardware, and materials required for or removed during installation. 5.5 Travel 5.5.1 The contractor shall travel to NAS Fallon, NV to perform the seat harness installations. The contractor shall remain at the installation site until both harnesses have been installed on seats being modified.��� 5.6 Technical Documentation 5.6.1 The contractor shall provide supplemental publications to include wiring harness diagram/specifications and installation procedures in accordance with CDRL A001. The contractor shall provide PMA-226/Adversary FST ongoing access to engineering drawings and technical information to aid in the resolution of Fleet support issues (e.g. engineering investigations and dispositions). 5.7 Sustainment/Technical Support 5.7.1 The contractor shall provide engineering and logistics technical support during installation.� This notice is for informational purposes only.� The information provided herein is subject to change and in no way binds the Government.
