- Page 3 of 3 NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. The proposed period of performance shall be from June 22, 2020 through June 21, 2021. The overall total estimated value for this requirement is $334,468.88 for a Single Year. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for June 15, 2020. The intended Contractor is Vector Resources, Inc. (Vector) located at 3530 Voyager Street, Torrance, CA 90503. The HSR&D Center of Excellence Department has a requirement for Media Training and Equipment located at the Department of Veterans Affairs Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd. Los Angeles, CA 90073. Vector has Media Training and Equipment with state-of-the-art media for training services and products that shall be used to capture and deliver emergency management training videos from a multitude of events, including lectures, seminars, conferences, meetings, and staff and management trainings targeted for the benefit of Veterans and their clinician/service providers. Vector is the only vendor that can provide the Media Training and Equipment. Due to the unique characteristics of this requirement, it is concluded that only Vector can provide these services. The Veterans Emergency Management Evaluation Center (VEMEC) requires this to record events, including that the recordings shall be saved in a variety of multimedia formats, played back locally, and streamed both live and as VOD (Video On Demand) over a network (e.g., LANs, the Internet, TMS, etc.). The primary objective of the Veterans Emergency Management Evaluation Center (VEMEC) is to research challenges and opportunities confronting VHA in providing timely access to high-quality care for Veterans during emergencies, crises, and other disasters (P.L. 113-5, 109-417, 107-287). Funding for VEMEC comes from the Pandemic and All-Hazards Preparedness Reauthorization Act of 2013 (P.L. 113-5; a follow up bill to the Pandemic and All-Hazards Preparedness Act of 2006, P. L. 109-417). VEMEC was also established in accordance with the requirements of P.L. 107-287 that mandated VA to establish medical emergency preparedness research and education centers at VAMCs; VEMEC is the only such center within VA. The North American Industry Classification System (NAICS) for this requirement is, 611430 Professional and Management Development Training. The Product of Service Code for this requirement is, U099 Other Education and Training Services. The Small Business Administration (SBA) size standard for this sector is $12M. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
