- The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Micro Photonics, Inc. based in Allentown, PA. The requirement is to provide one onsite preventative maintenance and service plan to include parts, labor, tech support, phone and email support, quarterly webinars, onsite system and specimen validation for a Bruker Skyscan MicroCT 1172 and X-Ray Source currently installed and located at the NF/SG VA Medical Center in Gainesville, FL. The services to be performed by the vendor shall consist of the following: Scheduled service shall be performed between the hours of 8:00 am and 5:00 pm Monday through Friday, excluding holidays. Fixed Price, service contract to include all parts, labor, and all associated travel for applicable coverage of Bruker Skyscan MicroCT 1172 and X-Ray Source. Provide one onsite visit each year for calibrations to the following areas: 2 point alignment of X-ray detector and sample stage X-Ray camera geometrical correction Complete X-ray beam realignment X-Ray detector pixel alignment X-Ray stage horizontal, vertical, and rotational alignment Bruker SkyScan certified sample phantom for x-ray beam alignment Bruker SkyScan certified sample phantom for multi-scan alignment Secondary 2-point alignment of x-ray detector and sample stage Recalibration of exposure times and new flat fields references saved New factory CD files created 4. Other onsite Services to include: Level scanner using pneumatic feet (if equipped) X-ray leakage test with Geiger counter to ensure FDA standards X-ray source diagnostic check to ensure quality and stability Upgrade of all software to latest Bruker SkyScan versions (across all Bruker SkyScan computers) Dedicated training time to teach components of the new software updates Fully documented report for documentation and certification 5. Quarterly Webinars: Access to quarterly webinar where vendor reviews the latest features of the CT systems and software. 6. Phone / Email Support: Free, unlimited phone and email support to quickly and efficiently answer customer questions. 7. Onsite Validation: After every onsite preventive maintenance visit, engineer shall validate the system calibration by performing a scan on a rat bone sample. Engineer shall have knowledge of rodent skeletal morphometry to ensure accuracy of system calibration. Detailed protocol for scanning and analysis shall be followed to ensure the system matches past performance. If a protocol has not been established, then the engineer shall help end-user design the best protocol for sample testing. 8. Additional Training and Support: After each onsite visit, the engineer shall provide additional training on the latest software updates. 9. Vendor shall have capability to provide Individual Remote Webex Sessions: This is the ability to connect to MicroCT equipment and run diagnostics remotely. This system can also be used for application and software questions. 10. Optional Onsite Engineer services Introductory training module for new users (3-day training course) Installation of any new hardware purchased (computers, components, accessories) The requirement will take place at a VA facility Gainesville, FL. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, June 2, 2020, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
