- SOURCES SOUGHT/REQUEST FOR INFORMATION: THIS IS NOT A NOTICE OF REQUEST FOR�PROPOSAL,�REQUESTING INFORMATION�FOR PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Request for Proposal (RFP) number is W912P820R0045, and shall be used to reference any written responses to this source sought/Request for Information (RFI). USACE anticipates a requirement under the North American Industry Classification Systems (NAICS) Code�541330, Engineering Services. The requirement: USACE New Orleans District seeks responsive and responsible offerors who can provide services for the Civil Works Program Project Management Support Services for efforts related to the water resources programs in southern Louisiana including USACE Civil Works programs. Qualifications: The contractor shall have the capability to provide project management support for the completion of PAS, CAP, FPMS, SJ, IIS, EI, and CWPRRA projects. The contractor shall formulate flood risk management, navigation, and ecosystem restoration plans supported by quantitative benefits analysis. The contractor shall conduct studies, inventory and forecast of problems and opportunities, formulation of measures and alternative plans, evaluation and comparison of alternatives, calculation and comparison of monetized and non-monetized benefits. The contractor shall prepare documents such as federal interest determination, reconnaissance, feasibility, post-authorization and other reports, including cultural resources studies and reports, and hazardous, toxic, and radiological waste (HTRW) investigations, National Environmental Policy Act (NEPA) and/or other environmental quality documents. The contractor shall document water and waste water issues as necessary to develop master plan level documents for environmental infrastructure, PAS, SJ, CAP, and other programs as required. The contractor shall develop ecosystem habitat surveys, endangered or threatened species surveys, wetlands assessments using standard State of Louisiana methods in cooperation with other Federal and State agencies, modeling, and mitigation and monitoring plans. The contractor shall coordinate with Corps and non-Federal partners to document required excavation permits, utility easements, rights-of-way, and other project-related requirements shortly after exercising this contract. The contractor shall document all or part of NEPA and/or other environmental documents, including, but not limited to, Biological and HTRW assessments, Environmental Assessments (EA), and Environmental Impact Statements (EIS�s).
