Description
NOTE:� Amendment #1 - Providing Questions from developers and Answers from DON. See Attachments section. _________________________ Federal user(s) (�Lessee�) to plan, finance, construct, own, operate and maintain an energy generation and/or storage system (�System�), and other improvements, of which renewable and non-renewable energy sources may be considered. The term ""renewable energy source"" means energy generated from renewable sources as provided in 10 U.S.C. � 2924 (7). The term ""energy security"" means having assured access to reliable supplies of energy and the ability to protect and deliver sufficient energy to meet mission essential requirements as provided in 10 U.S.C. � 2924 (3)(A). The term �energy resilience�, in accordance with section 101(e) of title 10, United States Code (U.S.C.), is �the ability to avoid, prepare for, minimize, adapt to, and recover from anticipated and unanticipated energy disruptions in order to ensure energy availability and reliability sufficient to provide for mission assurance and readiness, including task critical assets and other mission essential operations related to readiness, and to execute or rapidly reestablish mission essential requirements.� The DON seeks innovative designs to maximize the energy production, storage, and distribution at the Site, compatible with the Installation operational mission. As such, the DON is considering opportunities to host the private development of resilient dispatchable generation and/or storage systems projects that would both sell to the public utility grid, or private offtaker, and provide some form of energy resiliency to the Navy. Due to installation requirements, proposals including waste-to-energy technology will not be considered responsive. The proposed project will be on-base generation for off-base consumption (i.e. � utility purchase or private offtaker). At this time, the DON does not intend to purchase energy from a proposed project. It is expected that Offerors to this RFP will secure offtake agreements for proposed projects through available market offtake opportunities. SEE ATTACHED RFP FOR FULL DESCRIPTION AND DETAILS
