- Pre-Solicitation Notice 36C25220B0021 Project: Renovate and Expand Dialysis Clinic Project Number: 695-19-131 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI Contractor shall provide for and furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project # 695-19-131: Renovate and Expand Dialysis Clinic at the Clement J. Zablocki VA Medical Center, 5000 West National Avenue Milwaukee, WI 53295. 7AS of building 111 is a vacant ward, it shall be demolished and reconstructed to be the new home for the hospital's dialysis clinic (relocating from 5th floor, b-wing). The construction work includes, but is not limited to, the following trades: demolition, concrete, electrical, plumbing (domestic water/sanitary drain and vent/med gas), technical (low voltage/internet/telephone/WIFI), mechanical (piping/pumps/AHUs/ductwork), patient ceiling lifts, pneumatic tube and architectural. Specialty furnishings are required to support the dialysis mission. The ward will be disconnected from building 111's existing HVAC system, and a dedicated air handling unit for 7AS will be installed. Sole source items are required as well. The total square footage of the space to be renovated is approximately 11,000 square feet. Hazardous materials will be abated including asbestos-containing materials (floor/wall tile, plumbing/piping fitting insulation). The project area is bounded by 7AN (vacant) to the north, and 7B (occupied) to the west. 6AS includes medical media and office spaces - there will be impacts during construction. 8AS includes new outpatient clinics constructed in 2019. The project magnitude price range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $ 39.5 Million. The project is scheduled to have a period of performance of five hundred forty (540) calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) is scheduled be posted to FedBizOpps (https://www.fbo.gov/) on or about May 13, 2020. The bid opening is approximately scheduled for June 16, 2020. A pre-bid conference/site walk-through will be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB or VOSB eligible under this subpart; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB/VOSB listed as verified in VIP database at:� https://www.vip.vetbiz.gov.
