Description
THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Network Contracting Office 23 (NCO23) intends to issue a Request for Proposal (RFP) to award an Indefinite Delivery Indefinite Quantity (IDIQ), firm fixed-price contract, to provide ongoing low voltage installation and maintenance services at the Minneapolis VA Health Care System (VAHCS), in Minneapolis, Minnesota, in accordance with the solicitation, scope of work and specifications. This contract will have a five (5) year period of performance, task orders will be placed as needed. All work shall be completed in accordance with project specifications and in compliance with the most current version of all applicable codes including, but not limited to: National Fire Protection Agencies (NFPA), International Building Code, National Electric Code, and VA guidelines for patient safety and infection control. The applicable NAICS Code under this acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors and a $16.5 Million small business size standard. Bonds will be required, when applicable, in accordance with FAR 28. The solicitation and construction documents will be available at (https://beta.sam.gov/) on or about May 1, 2020. Any amendments to the solicitation will be posted at (https://beta.sam.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. No questions will be addressed until after the closing date for questions/clarifications/inquires as listed in the solicitation. The date, time, and location of the Pre-Bid Site Visit will be announced upon solicitation issuance. This solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Section 502 and 503, as a set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Bidders must be able to represent to the Contracting Officer that it is SDVOSB eligible under VAAR 819.70, a small business concern under the NAICS Code assigned to this acquisition, and listed as a verified SDVOSB in VIP database at (https://www.vip.vetbiz.va.gov/) at time of bid and award. All respondents must be registered in System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with VETS-4212 at (https://vets4212.dol.gov/vets4212/) prior to award.
