- Description
- This is a Pre-Solicitation Notice. The U.S. Army Corps of Engineers � Tulsa District has been tasked to solicit for and award a contract for the Dewatering of the Skiatook and Birch Lake Stilling Basins in�Osage County, Oklahoma.� The proposed project will be a competitive, firm-fixed price�contract procured in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP) and FAR Part 36, Construction and Architect-Engineer Contracts. Award will be made to the lowest-priced, responsible offeror, whose quote conforms to the requirement of the solicitation. The Government is seeking qualified, experienced sources capable of performing the following: �The scope includes the folllowing: Skiatook Stilling Basin - The contractor shall provide all labor, supplies, and materials to successfully stop water from outlet works and pump water out of Stilling Basin downstream past higher area of channel.� A cofferdam will not be required as discharge piping can be placed on the fisherman�s sidewalk serving as a diversion path to the downstream outlet channel. Sidewalk has weep holes and can be plugged to ensure discharged water continues downstream. A cofferdam will only be needed if a large rain event occurs during the dewater process.� This dewater activity is only for inspection purposes and no repairs will be done during this limited time that the stilling basin is open.� The govt will provide the contractor with drawings such as plan view of outlet channel, stilling basin, etc. Birch Stilling Basin � The contractor shall provide all labor, supplies, and materials to successfully stop water from outlet works and pump water out of Stilling Basin downstream past higher area of channel. Contractor will successfully stop water from outlet works and pump water out of Stilling Basin downstream past higher area of channel.� A cofferdam will be constructed approximately 250 feet downstream of the end sill.� Cofferdam will be constructed by placing soil and then packing the material via backhoe for compaction. Cofferdam will span the width of the narrowest part of the channel, material shall be built up for equipment to gain access to channel and avoiding damage to embankment.� Contractor will be responsible for any damages to earth embankment. This dewater activity is only for inspection purposes and no repairs will be done during this limited time that the stilling basin is open.� The govt will provide the contractor with drawings such as plan view of outlet channel, stilling basin, etc. In accordance with DFAR 236.204, the estimated magnitude of construction for this project is: Between $25,000 and $100,000. Estimated duration of the project is�60 calendar days. The North American Industry Classification System code for this procurement is 237990 - Other Heavy and Civil Engineering Construction, which has a small business size standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. TYPE OF SET-ASIDE: 100% Total Small Business Set-Aside procurement. Anticipated solicitation issuance date is on or about�15 June�2020, and the estimated proposal due date will be on or about�30 June�2020.
