- The U.S. Army Corps of Engineers, Japan District (POJ) is providing a PRE-SOLICITATION notice pursuant to FAR 36.213-2 for an upcoming Invitation for Bid (IFB).� This is not a solicitation. PROJECT INFORMATION Project Title:� Improve Family Housing � North Foster Towers Project Location: Camp Foster, Okinawa, Japan Project FSC: Y1FA, Construction of Family Housing Facilities Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between �2,500,000,000 and �10,000,000,000 Japanese YEN Project Description: Provide whole house interior and exterior modernization, renovation and repair of three family housing towers (204 total units). Upgrades interior and exterior utility and communication infrastructure to meet current standards. Removes towers from the central plant and provides energy efficient mini-splits and electric water heaters in all units and cooling/dehumidifier system for the common areas and hallways. Upgrades units (e.g. kitchen, bathrooms, floor coverings, fixtures/finishes) and improves overall floor plan as per 2012 Housing Community Profile report. Upgrades building systems, common areas, and hallways. Installs radon mitigation system. Improves playgrounds and recreation areas. Includes demolition and asbestos/lead based paint removal/disposal. NOTICE:� The site visit is projected to be the last week of June 2020.� If you intend to travel to Okinawa from another part of Japan to attend the site visit, you may need to be in Okinawa for at least 14 days prior to the site visit date, or you may not be able to access Camp Foster.� SOLICITATION INFORMATION: Procurement Method: The Government will issue an Invitation for Bid (IFB) solicitation.� The Governments anticipates issuing the solicitation no later than June 2020.� The solicitation when issued, will identify the bid submission due date.� All solicitation documents, drawings, and specifications will be posted on Beta.SAM.Gov when issued.� It is the responsibility of interested vendors to monitor Beta.SAM.Gov for issuance of the solicitation and/or amendments.� The Government intends to award a firm-fixed-price construction contract as a result of this IFB.� All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts.� Information on registration and annual confirmation requirements may be found at http://www.sam.gov.� For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. Only local sources will be considered under this solicitation.� No small business set-aside.� Local sources are sources (e.g. corporations, partnerships or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation.� Specifically, a company must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resultant contract.� Additionally, prior to award of the contract, interested vendors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation. CONTRACTOR APPLICATION.� If this is your first time seeking business opportunities with the Japan Engineer District or you need to update your company information and brochure file, please complete the Contractor Application form and submit it with the required attachments to: U.S. Army Corps of Engineers, Japan Engineer District, Bldg. 250, Room 147 Camp Zama, Zama-shi, Kanagawa-ken, Japan 252-8511, along with your first bid/proposal to Japan Engineer District, prior to submitting your Sealed Bid.� Such firms shall be required to complete the aforementioned application and submit the requisite documents indicating they are registered with the Government of Japan and in possession of the necessary Certificate of Construction License in order to perform construction work in Japan. �Please refer to the �Contractor Application� form at https://www.poj.usace.army.mil/Business-With-Us/Getting-Started/ for additional details and requirements.� Draft plans and specifications are being provided for INFORMATIONAL PURPOSES. Bidders are cautioned that these drawings and specifications are in DRAFT FORMAT. No comments are accepted at this time, but will be welcomed when the solicitation is formally issued through the Request for Information process.
