- Pre-solicitation Synopsis for the Layberthing of 2 MARAD RRF������������������������� Vessels in the West Coast of the United States �������������������������������������� Pre-Solicitation Synopsis Number: 693JF7-20-SN-0001 This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure layberthing services for two MARAD RRF vessels in the West Coast of the United States. The names of the vessels are: Admiral Callaghan and Cape Orlando. The anticipated contract will require the selected offeror to own a layberth(s) or to have a leasehold to a layberth(s), where the said vessels can be either jointly moored or moored no more than five miles apart from each other. �Nesting of vessels will be allowed. The solicitation, which will be used for this procurement will be an Invitation for Bids (IFB) and it will be issued around June 26, 2020; the IFB number will be: 693JF720B000001. The bid-opening date will be specified in the IFB. In addition, MARAD will utilize a Firm Fixed Price Contract for the above-mentioned procurement. This procurement will be set-aside for small businesses. The period of performance of the ensuing contract will be: one 12-month Base Period and four 12-month Option Periods or one 12-month Base Period and nine 12-month Option Periods. The appropriate NAICS code for this procurement is 488390. Please be strongly advised that Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation; SAM�s website is as follows: http://www.sam.gov.
