Description: Combined Synopsis Solicitation Request for Quote �� USDA-Natural Resources Conservation Service Annual Maintenance to the Soil Climate Analysis Network (SCAN) Stations Missouri May 26, 2020 � (i) �� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii)�� This solicitation number 12FPC320Q0024 is issued as a request for quote (RFQ), and the acquisition procedures at FAR Part 13 are being utilized.� The Government anticipates this solicitation will result in the issuance of a Firm Fixed Price Purchase Order with one (1) base year and four (4) option years.� The estimated award date is on or around June 2, 2020. (iii) �� This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: FAC 2020-06 Effective May 6, 2020 which can be found at http://www.acquisition.gov/far/index.html (iv) �� This is a 100% Total Small Business Set-Aside Procurement (RFQ). The Small Business size standard is based on the North American Industry Classification System (NAICS) code 541690 �� Other Scientific and Technical Consulting Services which has a size standard of $16.5 million average annual income. For more information on size standards visit http://www.sba.gov/size.� Contractors shall be registered in www.sam.gov , System for Award Management (SAM) with this NAICS code in order to be considered for award. � (v) �� Contract Line Item Numbers.� Refer to Attachment 3 - Pricing Schedule attached to this notice in the RFQ.� A lump sum price shall be quoted for each line item. The prices quoted must include all costs and services associated with providing the service. � (vi) �� Description of Requirement � This is a Request for Quote to provide annual maintenance to the Soil Climate Analysis Network (SCAN) stations throughout the state of Missouri.� Currently there are 13 stations in the state. �� Refer to Attachment 1- Statement of Work, for a detailed description of the required services and deliverables. �It also provides that provides the location of each station.� The following listed attachments are incorporated and made a part of this Solicitation. The narrative should be no longer than 5 pages. �(ix) �� FAR provision 52.212-2, Evaluation-Commercial Items applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability � This includes qualifications, relevant experience, capacity, and management capability if subcontractors are proposed. �Contractors will be evaluated on their capability to meet the Government requirement by having performed installation, repair and maintenance on Soil Climate Analysis Network stations in the past. Familiarity with geographical locations of the current stations. � Past Performance � Include previous history of performing similar or the same work for the Government. Price � Providing goods and services at a fair and reasonable price. �� Technical ability and past performance, when combined, are equal as compared to price.� Pricing that is unrealistically low may be considered an indication that the quoter does not possess adequate understanding of the requirement or the requisite technical capability to successfully perform the work. � �� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). � �� (c)A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
