SDVOSBC Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)
 

Description

Sports Officials 1) The solicitation number FA452820Q0008 is being issued as a request for quotation. 2) This acquisition is 100 percent set aside for Service-Disabled Veteran-Owned small businesses. The North American Industry Classification System (NAICS) code is 711219 with a size standard not to exceed $12 million (U.S.). 3) The contractor shall provide personnel, management, materials, parts, labor, tools, transportation and equipment necessary to provide sports official services for the McAdoo Fitness Center at Minot Air Force Base, North Dakota in accordance with attached statement of work and related documents from 1 August 2020 - 31 July 2025. Period will be for one (1) year plus four (4) option years. 4) Sports Officials for basketball, volleyball, softball, outdoor soccer, indoor soccer, and flag football. See Attached Performance Work Statement (PWS) for the description of requirements. 5) Place of performance is Minot AFB, ND 58705 and period of performance, including options, will be 1 August 2020 - 31 July 2025. 6) The provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. 7) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Other factors considered will be the ability to demonstrate the capacity to fulfill this requirement in accordance with the attached performance work statement. Award shall be based on best value to the government. The evaluation procedure to be used for this procurement is price and price related factors. Technical Acceptance Criteria will be evaluated on a pass/fail basis. In order to be technically acceptable the Offeror must provide the following: a. FACTOR 1 - PAST PERFORMANCE: This factor is met when the offeror provides evidence of successful completion of at least two contracts with a minimum value of $10,000 annually and has been actively engaged as a contractor performing services as defined by the NAICS Code 711219 within the last five years. A Past Performance Information Form (Attachment 3) is included for offerors to send to a maximum of three (3) references to be used in the evaluation of past performance. Only PPIFs received directly from the reference will be used. Offerors shall submit the Financial Institution Reference Sheet (Attachment 4) with their quote. The Government will also use other past performance information submitted by the offeror and other sources, such as other Federal Government offices and commercial sources, to assess performance. b. FACTOR 2 - RECRUITMENT/HIRING - This subfactor is met when the offeror provides a detailed method of recruiting, hiring, and retaining qualified personnel who will be able to perform the service identified in the Performance Work Statement (PWS). 8) The government advises offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at https://www.sam.gov prior to submitting an offer. The due date for questions is 9 June 2020. Questions asked after this date may not be answered.
