- Updates Further to the Mobile Telephone Services (19KE5020Q0001) pre-solicitation conference held on May 20, 2020, kindly access via the link above, the following documents and notifications; Mobile Telephone Services Solicitation 19KE5020Q0001 Pre-Proposal Conference Minutes. Guidance for SAM registration (TrngPres_SAM edited). Original Posting The RFQ submission date is Monday, June 08, 2020 10:00 am East African Time. The complete offer shall be received by the U.S. Embassy Nairobi Kenya, located at the address indicated in the cover page of the solicitation documents. The Embassy of the United States in�Kenya�hereby launches this solicitation on the beta.SAM.gov website effective May 06, 2020. The anticipated performance period is for a base year, with two one-year option periods, if exercised by the Government.� All responsible sources may submit a quotation, which will be considered. � The Government intends to award a contract resulting from this solicitation for mobile telephone services to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The U.S. Mission Kenya requires monthly subscription for mobile services, to include an estimated 3 year consumption of 33�Terabytes of data, 4.1�million mobile minutes, and 510,000 SMS messages. The Contractor must ensure that 4G/LTE mobile service is the priority service whenever available with the capacity for growth into the 5G network. Any telephone numbers activated under a�task order for the resultant�contract cannot be ported or transferred to any external organization or entity outside the U.S. Government for a minimum of 12 months from date of cancellation of service. Wherever 4G/LTE mobile telephone services are not available, the Contractor must support 3G and 2G/EDGE mobile service.� The government is planning a virtual pre-quotation conference on May 20, 2020 at 11:00am East African Time. Details to participate in this conference will be availed to interested offerors. Therefore, prior to the submittal of quotations/proposals, prospective offerors should send an email to NairobiGSO-Contracts@state.gov not later than 04:00pm. East African Time on May 14, 2020, for additional information or to obtain access to the virtual meeting. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov� prior to contract award pursuant to FAR provision 52.204-7.� The guidelines for registration in SAM are also available at: https://www.fsd.gov/fsd-gov/learning-center-system.do?sysparm_system=SAM
