- DRAFT REQUEST FOR PROPOSAL MCON P856 Phase 1 Tank Farm Improvements Fleet Logistics Center Puget Sound Manchester, Manchester, Washington This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.� No reimbursement will be made for any costs associated with providing information in response to this announcement.� No telephone calls will be accepted requesting a bid package or solicitation.� In order to protect the procurement integrity and any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command (NAVFAC) Northwest is providing this DRAFT Request for Proposal (RFP) for industry review and comment.� The DRAFT RFP is being released as part of the Government�s efforts to improve the understanding of the Government�s requirements and industry capacities prior to issuance of the formal RFP. This will allow potential offerors to determine their ability to and means by which they can satisfy the Government�s requirements. It further enhances the Government�s ability to obtain quality construction, at a reasonable price and possibly increase the efficiency in proposal preparation. This DRAFT RFP is for the upcoming MCON P856 Phase 1 Tank Farm Improvements project located at Manchester, Washington.� The work includes provision of two new aboveground storage tanks (AST) within a secondary containment area designed in accordance with Unified Facility Criteria (UFC) 3-460-01 and the current Standard Tank Design AW 78-24-27. �Tanks will be capable of storing 125,000 bbls each, and will include above ground manifold piping to allow storage of either JP-5 or F-76 fuel types with connection to the existing pump house.� Total land disturbance for Phase 1 work is approximately 12 acres including disturbance from contractor staging and laydown areas and anticipated temporary stockpile.� Secondary containment for the ASTs is primarily by means of remote impoundment.� The remote impoundment area to be constructed in Phase 1 will serve as the sized secondary containment for all tanks in Phases 1 - 3.� All ASTs are to be constructed with an intermediate berm system to contain small spills/leaks from individual tanks.� Other work includes but is not limited to:� site preparation, �decommissioning, and demolition of several existing tanks, demolition of associated tank tunnels back to main tunnel conduits, electrical power to the tanks, 3-phase electrical distribution, cathodic protection, lighting, communications, automatic controls and power, exterior cameras, fire suppression utility upgrades, operations and maintenance manuals, and commissioning. Construction will take into consideration the high seismic activity of the location.� A special 3rd party independent inspector and a Registered Fire Protection Engineer will be required.� This is an active WWII era fuel depot and the project includes significant environmental considerations including a stormwater management plan that must comply with the Stormwater Management Manual for Western Washington and UFC 3-210-10 incorporating Section 438 of the Energy Independence and Security Act (EISA 438). A Traffic Control Plan (TCP) will be developed in partnership with Kitsap County to minimize area roadways. The notional schedule for solicitation of the formal RFP is 1St Quarter 2021 with anticipated award late 3rd Quarter 2021. Issuance of this DRAFT RFP shall not be construed as a Request for Proposal or as an obligation on the part of the Government.� This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holders list.� The Government does not intend to award a contract on the basis of this DRAFT RFP or otherwise pay for review or comments.� Unsolicited proposals will not be accepted.� Any comments received in regard to this requirements may be taken into consideration in the development of a formal RFP (if any).� Comments shall be submitted electronically using the Comment Submission Form provided with this DRAFT RFP and with complete information as the Government will not seek clarification of information provided.� The Government will not provide responses to comments received.� All information will be held in a confidential manner and will only be used for this purposes intended. Interested parties are encouraged to view and download the DRAFT RFP at https://betasam.gov.� DRAFT Specifications and drawings will be provided via DoD SAFEW at https://safe.apps.mil due to the large file sizes and distributed on a limited basis from 26 May 2020 through 09 June 2020 only.� Requests for specification and drawings must be submitted electronically to Mr. Ron Smith via email at ronald.p.smith@navy.mil no later than 09 June 2020.� An email and one-time password will be forwarded to the requestor once the request is approved.� The due date for receipt of comments is 2:30 19 JUNE 2020 PST.� No further notice of activity related to this DRAFT RFP will be provided to interested parties.� The point of contact for comments is Mr. Ron Smith by email at ronald.p.smith@navy.mil.
