Description
The Department of Energy (DOE) Savannah River Operations Office (SR) intends to extend the current contract with Centerra Group, LLC at the Savannah River Site. The current contract with Centerra ends October 07, 2020 and it is anticipated to be extended for (4) months, from October 08, 2020, through February 07, 2021 with two 4-month options.� This proposed extension will enable the continued protection of Government owned or leased property and material, Category I-IV Special Nuclear Material (SNM), classified and sensitive information, vital facilities, support facilities, and personnel and visitors at the Savannah River Site. �Contractor personnel must be available to adequately address strategies of denial, neutralization, containment, recapture, recover and/or pursuit seven days a week, 24 hours a day within required timelines while being able to retain maximum concentration of resources in a tactical posture. In performing the requirements, the Contractor shall be responsible for coordination with other onsite contractors.� The contractor shall provide minimum staffing requirements after award in accordance with the SR Site Safeguards and Security Plan (SSSP) protection strategy based on the DOE Design Basis Threat (DBT). The Contractor shall continuously staff the minimum posts which will be specified by DOE with competently-trained, fully qualified, uniformed, armed, and well-disciplined personnel to perform the services required. Further, the Contractor shall maintain the capability to provide trained and fully-qualified personnel to meet staffing levels during emergency periods. The proposed extension is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 and 41 United States Code 3304(a)(1), which authorizes other than full and open competition when there is only one responsible source and no other supplies or service will satisfy agency requirements within the little time frame.� To DOE�s knowledge, only Centerra has the requisite knowledge, experience and capabilities to provide these critical highly specialized services without interruption during the acquisition cycle for transition to a new contract. This notice of intent is not a request for competitive proposals.� Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by the agency.� Capability statements must be received by the response date and time of this notice.� A determination not to compete this requirement, based upon responses to this notice is solely within the discretion of the Government.
