- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with the NKT Photonics Inc., of Boston, MA, under the authority of 41 US 3304(a)(1) for a Supercontinuum Laser System.� Background Information and Basis for Sole Source The NIST Computing and Communications Theory group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory.� In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems. The Government is developing a measurement test suite for quantum network component and protocol testing, verification and characterization. Such a test suite will be implemented on the NIST campus along with a fiber network dedicated to quantum optical signal transfer between various quantum network nodes. The Government requires a wavelength tunable, pulsed laser source, to be able to perform most state-of-the art measurements of most state-of-the art single photon devices, such as detectors and sources.� The supercontinuum laser source system will be used to characterize single photon detectors, sources and components at various wavelengths of light. The supercontinuum laser source system shall meet or exceed the following requirements: System shall contain one supercontinuum laser sources For repetition rates above 10 kHz, the output spectral power density shall be at least 1 mW/nm. For repetition rates below 10 kHz, the output spectral power density shall be at least 50 mW/nm. Cover a variable, selectable repetition rate from 1Hz to at least 60 MHz Spectral output coverage from 450 nm to 2400 nm. Spectral filter, out-of-band rejection of at least 60 dB Shall include spectral filters to maintain pulses of less than 5 nm bandwidth over the whole spectral range Maintain full-width-half-maximum pulse widths of less than 100 ps over the whole spectral range at the output of the spectral filter for repetition rates above 100 kHz Have full-width-half-maximum pulse widths of less than 5 ns over the whole spectral range at the output of the spectral filter for repetition rates below 100 kHz Software and driver library for programming the system through Matlab, python and Labview. 12 months warranty The Government has surveyed the market for products that meet these technical requirements, but has failed to identify another Supercontinuum Laser System that fully meets the Government�s needs.� NKT Photonics Inc is the only qualified company to provide the Government with a Supercontinuum Laser System that fully meets the Government�s requirement.� General The North American Classification System (NAICS) code for this acquisition is 333314 - Optical Instrument and Lens Manufacturing.� The small business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the date/time listed on this posting will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be used to considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
