Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for paving the access roads within the Recreation Area at Shenango River Lake, Hermitage, Mercer County, PA. The major features of the requirements are identified below: The overall contract scope of work requires the full depth base replacement with a 1-1/2 inch asphalt overlay of approximately 3,000 linear feet of park main access roads following PennDOT PUB 242, Pavement Policy Manual. This includes removal of all layers of the existing roadway, regarding the subgrade, replacing and compaction of the base course, applying bituminous tack coats and placement and compaction the hot-mix asphalt pavement. All required materials and compaction testing will be according to PennDOT standards and specifications. There will be two awardable options. Option 1 will include a full depth base replacement, where required, with a 1-1/2 inch asphalt overlay of approximately 400 linear feet of park entrance road following PennDOT PUB 242, Pavement Policy Manual. This includes removal of all layers of the existing roadway, regarding the subgrade, replacing and compaction of the base course, applying a bituminous tack coat and placement/compaction the hot-mix asphalt pavement. All required materials and compaction testing will be according to PennDOT standards and specifications. Other miscellaneous work such as restriping, placement of asphalt speed humps. Option 2 will include milling and re-surfacing of 1,000 linear feet of campground the Old Duck Loop road following PennDOT PUB 242, Pavement Policy Manual. The work shall be completed within 365 calendar days after written Notice to Proceed. The estimated cost of the proposed work is between $500,000.00 and $1,000,000.00. This acquisition will be will procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract.� All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 1 May 2020, online through beta.SAM (beta.sam.gov); therefore, requests for hardcopies of the solicitation will not be honored. Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to https://www.sam.gov to register). Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days. The NAICS for this procurement is 237310 �Highway, Street, and Bridge Construction� and the small business size standard is $39.5 Million.
