- As of the date of this notice, the Naval Surface Warfare Center Carderock Division � Contracts and Acquisitions Department intends to solicit and negotiate a contract award with T. Carroll Associates, Inc. (a Small Business concern) under Request for Proposal (RFP) N00167-20-R-0021, under the authority of 10 U.S.C 2304(c)(1) as implemented at FAR Part 6.302-1(a)(2)(iii). The proposed contract action is for a follow-on requirement for weapons effects engineering and ship vulnerability support services, in support of CVN 78 Live Fire Test and Evaluation (LFT&E) efforts to include Full Ship Shock Trial (FSST); Total Ship Survivability Trial (TSST); Survivability Assessment Report (SAR); Vulnerability Assessment Report (VAR); and, Damage Scenario-Based Engineering Assessment (DSBEA). The Product or Service Code (PSC) for this requirement is identified as R425 � Professional: Engineering/Technical Support.� Pursuant to FAR Part 6.302-1(a)(2)(iii), T. Carroll Associates, Inc. (TCAI) has been identified as the only responsible source capable of fulfilling the U.S. Navy's requirement. TCAI possesses unique technical expertise and historical knowledge to support the continued modification, maintenance, and debugging of the Ship Vulnerability Model (SVM) Code used to model, simulate, and assess how weapons effects a U.S. Naval ship�s and platform�s vulnerability and survivability, using an engineering approach that is based on physical test data.� Award to a source other than TCAI would cause programmatic and schedule delays in fulfilling the Government�s requirements, which represents an unacceptable risk to the U.S. Naval Fleet.� � The Government intends to negotiate a sole source contract award with TCAI during FY 2020, with a five-year period of performance. TCAI is expected to perform support services at the Government�s site located at the Naval Surface Warfare Center Carderock Division (NSWCCD), 9500 McArthur Blvd, West Bethesda MD, 20817. This notice of intent to solicit and negotiate with TCAI on a sole source basis, is not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal to the Point of Contact identified in this notice, for consideration within 15 days from the date of this synopsis publication.� The Government is not responsible for any costs incurred, as a result of a submission to this notice.��� A determination by the Government not to compete this requirement based on responses to this notice, is at the sole discretion of the Government. All information received will be considered for the purpose of determining whether to conduct a competitive procurement. Responses to inquires related to this notice will be provided at the sole discretion of the Government.
