***THIS IS A DRAFT SOLICITATION�ONLY. DO NOT SEND PROPOSALS FOR THIS SOLICITATION*** This DRAFT Request for Proposal is for the NATIONAL PUBLIC WARNING SYSTEM (NPWS) SUSTAINMENT, DECOMMISSIONING, CONSTRUCTION, MODERNIZATION, ENVIRONMENTAL AND HISTORIC PRESERVATION AND NPWS LABORATORY SUPPORT SERVICES. The primary place of performance is various locations across�United States and its territories. This procurement is full and open, not set-aside will be used. The NAICS Code for this procurement is 541611, with annual receipts of $15 million. This requirement is to acquirecontractor support to provide the Integrated Public Alert and Warning System (IPAWS) Program with NPWS/PEP Sustainment, NPWS/PEP Station Decommissioning, NPWS/PEP Station Construction, Modernization, and Environmental and Historic Preservation, and NPWS Technical Services Center facility and sustainment support services, as required, at sites across the United States, and its Territories.� Work to be performed by the contractor will be in support of the FEMA IPAWS National Public Warning System (NPWS) and may fall within one or more of the following Task Areas:. The period of performance is for 5 years. The contract will have one (1) one-year base with four (4) one-year option years. Due to the nature of the work, FEMA will award a fixed rate Indefinite Delivery Indefinite quantity (IDIQ) contract, with task orders to be issued at a later date. FEMA anticipates one (1) IDIQ contract will be awarded. The solicitation is anticipated to be released on or about July 1, 2020.�
