- Description
- The United States Department of Transportation (USDOT), Office of the Secretary (OST)�intends to solicit, negotiate, and award on a sole source basis a contract to The MITRE Corporation in accordance with�41 U.S.C. 253 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 -�Only one responsible source and no other supplies or services will satisfy agency requirements. OST intends to provide funding to�enhance a prototype data sharing arrangement for the purposes of performing analyses of vehicles equipped with advanced driver assistance systems analyses using non-Federal information alongside non-sensitive Federal information, including USDOT highway crash data. The Government intends to procure, through a�hybrid fixed-price and time and�materials contract, services to: Expand and mature the breadth and depth of the PARTS Phase I�s analysis by: Examining the performance of multiple ADAS safety technologies and vehicle platforms available in the US market; Examining driver experiences and consumer acceptance with ADAS technologies, including non-crash issues; and Incorporating additional Federal, State and industry data sources. Further develop the safety data analysis system by: Expanding membership to additional industry stakeholders; and Providing the necessary governance and management to ensure success of the system. Assist in the formulation of a potential Phase III by: Developing a research roadmap; Documenting IT architecture; and Supporting the transition from Phase II to Phase III, if needed. The estimated period of performance for the anticipated contract will be from 24 months from the date of award. The work to be performed under the anticipated contract�shall mainly be performed at Contractor facility. Exceptions will be outlined in the contract�and shall occur at USDOT headquarters in Washington, D.C., OEM Participant facilities, and/or other Washington, D.C. metropolitan region locations. Bi-weekly meetings will occur via web conference calls.� Additional on-site support may be needed periodically for meetings, webinars, or other tasks. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms must submit a written capability statement to the below named point of contact providing clear and convincing evidence of the firm's�capability to provide the required services.� Written capability statements must be submitted via email within fifteen calendar days from the date of publication of this synopsis and must include the solicitation number in the subject line. Responses received after fifteen calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.��Telephone calls made in place of the required documentation will not be accepted.
