Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Parker, Thomas, located in Broomfield, CO, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, to provide Physicist Time Scale Support Services for the Time Scale, Primary Frequency Standards, and Two-Way and GPS Time Transfers. Unique services: Must be a Physicist with a PhD in Physics and have extensive experience with the complexity of the NIST Time Scale as identified in the Draft Performance Work Statement (PWS). The tasks for services include complex and highly specialized scientific activities related to the operation of precision atomic timescales comprising ensembles of high-performance atomic clocks {hydrogen masers) and a complex measurement system. These unique timescales are used to provide official US time and official international time (UTC). The NAICS Code is 541690- Other Scientific Technical Consulting Services with a Size Standard of $15.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Parker, Thomas for this requirement. Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 5/25/2020. Any questions regarding this notice must be submitted in writing via email to patricia.rose@nist.gov. All responses to this notice of intent must be submitted so that they are received at patricia.rose@nist.gov no later than the time and date specified in this notice.
