Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Office of Marine and Aviation Operations (OMAO) intends to negotiate on a sole source basis with Kongsberg Underwater Technology Inc., 19210 33rd Ave W Ste. A, Lynnwood, WA 98036-4749, using the procedures in FAR Part 15 to provide Sonar System Support. �Kongsberg is the Original Equipment Manufacturer (OEM) for sonar systems on NOAA vessels, this includes all mechanical, electrical, calibration, programmable logic controller, networks, transducers, cabling.� The requirement includes all efforts to ensure the system is calibrated and functional for field season including software, updated transducers, revised versions of systems, controllers. Commissioning of these systems can only be accomplished the OEM. Also, maintenance and repair can only be accomplished by the OEM, and the OEM is the only authorized trainer.� Kongsberg is the only firm that is capable of sparing, training, calibrating, updating, repairing, inspecting the system performance. NOAA currently utilizes Kongsberg on an annual basis to calibrate system, perform maintenance, check calibrations, service existing systems, and renew existing systems.� In order to more efficiently operate NOAA is seeking a single contract vehicle to incorporate these actions. The statutory authority for other than full and open competition is FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 1,250 employees. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 3:00 PM Eastern Standard Time (EST) on June 3, 2020. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to chris.meconnahey@noaa.gov by 3:00 PM Eastern Standard Time (EST) on June 3, 2020.
