- Description
- The following represents the Notice of Intent that will be posted on beta.sam.gov. The United States Department of Agriculture (USDA), Food Safety Inspection Service (FSIS) intends to negotiate solely with the Automated Logic Company, 1975 Vaughn Road, Suite 100, Kennesaw, Georgia 30144 to design, furnish and install an Automated Logic WebCTRL system to replace the existing Circon Temperature Control and Building Automation system that is currently controlling the Eastern Lab space. Objective/Scope The objective for this work is to modernize the SCADA system for the Eastern Laboratory BSL-3 laboratory to a Microsoft Windows 10-based architecture.� This modernization includes the network infrastructure, system control software, and all peripheral hardware needed for the containment and waste management functions to perform as needed to support laboratory certification and other biological safety requirements. Requirements General The vendor shall replace the automated control system hardware and software, upgrade the associated peripheral hardware, install new Category-6a cabling as specified below, test, and certify the modernized system for the FSIS BSL3 Laboratory, located at USDA, FSIS, OPHS, EL, 950 College Station Road, Athens, GA 30605.��� The contractor shall remove all old/replaced cabling and hardware from the site after the new system has been placed into operation and passed functional testing. Specific Requirements The contractor shall: �Replace and install the automated control system controller in the Russell Research Center Control room with a new controller running Microsoft Windows 10 operating system and compatible system control and monitoring application software. Provide and install the redundant Windows 10 controller for monitoring laboratory controls. Upgrade the associated peripheral hardware for the FSIS BSL3 Laboratory. The equipment that interfaces with the control system is listed below. Ensure all areas are cleaned and all new wall penetrations are sealed. Upon completion of work, perform failure testing scenarios as required by the Federal Select Agent Program (FSAP) to ensure all areas of the lab are compliant with containment specifications. A written Failure Testing report shall be provided. Upon completion of work and failure testing scenarios, participate with Test and Balance contractor to recertify the entire laboratory. Upgrading the controls is based on the following HVAC and support equipment list: 1 100% Outside Air York unit on roof with walk out and down 1 story via ship ladder access. Unit is 3 stories up. The main control components (control modules, peripheral sensors and actuators) that need to be upgraded are: Circon UHC200 control modules Circon UHC201P control modules Differential pressure transmitter for monitoring airflow rates Static pressure transmitter for monitoring air pressures Differential pressure transmitter for monitoring water pressures for pump speed adjustments Hydrogen Peroxide Decontamination interface components Valve and damper actuator and/or linkage components Capacitive fluid level detectors Capacitive fluid overflow detectors Temperature/humidity sensors Transformers, power supplies, relays and other aged electrical support components 2.� There are 4 main areas to be upgraded. the computer hardware with LNS software the existing EBAC API database to be converted to the LNS format along with module firmware chip replacement peripheral sensors and actuators to ensure compatibility with the new hardware and ensure the air flows are within the laboratory's tolerance. The EBAC API database conversion tool and firmware chips are sole sourced from Efficient Building Automation Company's Georgia integrator Automated Facility Systems, Inc.; The BSL-3 waste cook facility is connected to the facility support operations and EBAC's hardware and software are used for that as well. ��LAN Cabling. Note.� Descriptions and diagrammatic representations of wall plate/jack locations are approximate.� Exact locations of wall plate/jack placement will be determined at the time of installation. � (1)� Copper Cabling.� The Contractor shall install new Category 6a (Cat-6a) network cabling from the Basement patch panel to the BSL-3 lab space and install face plates in each of the locations identified on the accompanying drawing. A total of 25 cables are required.� The distance from the Basement Floor patch panel to the BSL-3 lab is approximately 250 feet.� Each face plate will contain one or more jacks for Cat-6a cable, according to the drawings attached to this SOW and any modifications in the approved Contractor Project Plan.� The cables will be terminated (prepared and punched down) into the jacks and labeled to match the label on the originating patch panel jack.� Cable run in the ceiling plenums will be held up off of the suspended ceiling grid/tiles, HVAC ducting, plumbing, electrical or other existing cabling/conduit by the use of hooks or other mechanical devices so as not to induce strain on the cables that could cause failure of data transmission.� (See floor plan diagrams in this document for proposed location details.) The Contractor shall test each terminated fiber and Cat-6a LAN circuit, from each connected jack on the patch panels to each corresponding jack on a patch panel (fiber) or face plate (Cat-6a) at each termination.� The Contractor shall provide written testing results and certification that each of the installed LAN circuits (fiber and copper) has passed testing according to current EIA/TIA standards (for 10 Gbps on fiber and 1 Gbps on Cat-6a). The Contractor shall label both the patch panel jacks and the corresponding face plate jacks with matching, uniquely identifiable numbers, according to a scheme defined at the time of installation. The Contractor shall remove the existing Cat-5 cabling and associated components (jacks, face plates, etc.) after operational changeover to the new network and at the direction of the COR. The Automated Logic Company is the only known source which can provide the required services to the current requirements. This procurement will be conducted under the authority of FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements Citation: 41 U.S.C. 253(c)(1). This covers equipment located in the USDA-FSIS-OPHS Eastern Scientific Laboratory, 950 College Station Road, Athens, Georgia 30605 This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of this solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. All interested parties must respond within five (5) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating your firm's capability to provide the proprietary services. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to announcement #123A9420R0017. If no viable responses have been received in response after Thursday, May 28, 2020, 5:00 pm E.S.T to this announcement, USDA/FSIS shall negotiate solely with the Automated Logic Company.
