Description
The New York District plans to award a modification to an existing construction contract for Bridge Work, Physical Security/Safety Improvements in FY20. This notification serves three (3) purposes: 1. To notify potential bidders of the Government�s intent to solicit the following brand name components for this project. 2. To identify potential sources that can provide an equivalent to the listed brand name items. 3. Notification of the intent to solicit brand name components as described below: � �a.� The items described below, under summary of requirements, are embedded in the subject construction project.� The work will be issued as a construction contract modification.� The components described below will be sole source (brand name only) if no other sources are identified that can provide an equivalent system.� In the event no equivalent sources are found, the brand name only justifications will be issued pursuant to FAR Part 6.302-1, Only One Responsible Source.� A subsequent market survey will not be published in support of a Justification and Approval for sole sourcing.� Supplies of the brand name only components will be provided directly to the Contractor(s) and not to the Government. � �b.� Summary of Requirements: � � �i.� D.S. Brown Cableguard � � � � 1.� The Cableguard elastomeric cable wrap system is an elastomeric cable wrap that provides a seal for suspension bridge main cables as part of a corrosion prevention system.� � � � � 2.� The specified Cableguard product uses heating to fuse the seams of the wrapping product to itself and to shrink the wrap snug against the underlying cable.� The product is applied under constant tension so as to ensure a close fit and incorporates a mechanical bond at cable bands with a wedge seal and clamping straps. � � � � 3.� Other products that are commercially available are not viable for use on this project as the design intent for an elastomeric wrapping system mechanically affixed to the cables instead of a system that was chemically bonded to seal the cables.� The mechanically heated wrapping system has is more easily applied and has fewer potential points of failure due to application compared to a system that requires chemically activated adhesion. � � �ii.� Grignard Syncan � � � � 1.� The Syncan product is a non-hazardous preservative lubricant formulated for use on wire rope.� It will be used on this project as a protective grease to create a moisture barrier on the bridge main cables prior to installation of steel wire wrap. � � � � � 2.� After application of the preservative lubricant, the cable wrapping system will be applied to seal the main cables from the elements.� Removing this cable wrapping system is time- and resource-intensive, making any reapplication or field maintenance of a preservative an expensive effort. �This product is formulated such that field maintenance treatments are unnecessary, making it ideal for use on a permanently sealed bridge cable. � � � � 3.� The traditional method used for protecting bridge cables is packing them in a lead-based red paste, which is highly toxic and prone to drying out and cracking.� This deterioration of the red lead paste may in turn lead to water infiltration and failure of the intended goal to prevent corrosion on the bridge cables.� The synthetic preservative is environmentally safe and requires no special handling for handling, application, or removal. � � � � 4.� Other products commercially available are typically penetrating fluids that do not serve as preservative greases. �Both are required for this application � a penetrating fluid is needed to lubricate the cable between individual wire strands and a protective paste is required to prolong wire life by deterring corrosion due to water intrusion.� The proposed product is of a low enough viscosity such that it can serve as a lubricant for the individual wire strands while still providing a protective layer. � � � � 5.� Due to the large population and volume of traffic served by this bridge, a history of good product performance is of great importance.� Laboratory testing performed by the California Department of Transportation has shown that this specific product is effective in its ability to prevent corrosion on wire cables. 4. Any vendor that wishes to provide an alternate source to the brand names above that is compatible with the above must provide a response with data supporting the claim within 15 business days of this announcement to New York District Corps of Engineering, Contracting Division. This is a market survey and notification of intent only.� This is not a request to respond to a solicitation.� This requirement will be added to an existing construction contract as a contract modification.
