- RFI Title: Radar-Related Research, Development, and Systems Engineering Support�������������������������������� ����������������������������������������������������������� Date:� 19 May 2020 THIS IS A REQUEST FOR INFORMATION ONLY.� THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE.� THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005, on behalf of the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Intelligence and Information Warfare Directorate (I2WD) Radar Systems and Identification (RSID) and Electronic Warfare Air/Ground Survivability (EWA/GS) Divisions and Product Manager (PdM) Multi-Mission Surveillance Systems (M2S2), is conducting a Market Survey to identify potential qualified sources for an award of a five-year, Cost-Plus-Fixed-Fee, Indefinite Delivery Indefinite Quantity (IDIQ) contract �radar-related research, development, and systems engineering support. Background and Description: I2WD and PdM M2S2 require extensive research, development, and systems engineering support in the area of radar sensors, including test and evaluation, and technical assessments of systems, technology, and programs. These services are required to ensure timely and cost efficient development and acquisition of emerging capabilities to support Army Transformation efforts and to realize the Army�s vision of maintaining strategic dominance across the entire spectrum of operations. Specifically, the Army requires services in the following areas: ����������� (a) Conducting independent quantitative performance evaluations of hardware and documentation in the areas of radar systems and radar technologies for Department of Defense (DoD) systems; formulating recommendations for corrective action and system improvements; specifying requisite data collection and instrumentation requirements; and assessing or providing test-beds as appropriate to perform these evaluations ����������� �(b) Evaluating the effectiveness of methods for coordinating warfare sensor systems at single and multi-platform levels, by exploring systems concepts, developing demonstration models, and conducting experiments; and assisting in the planning and evaluation of radar systems and technology for the achievement of regional and global system capabilities ����������� (c) Providing engineering-level interpretations of technical intelligence information; and employing relevant data in systems engineering and evaluation of radar systems ����������� (d) Developing and applying simulations, models and operations analysis techniques for the engineering, evaluation and performance assessments of current, planned and proposed radars. ����������� (e) Subject matter expertise in the areas of electronic warfare sensor technologies, countermeasure technologies, and modeling and simulation. Additionally, the Government requires access to and use of an extensive array of highly specialized technical equipment, laboratories and unique test/evaluation facilities. The most significant of these is a radar cross-section (RCS) measurement chamber and equipment, to provide radar systems with relevant RCS data. In addition to on-going Research and Development activities, the Government requires support for the following ongoing C5ISR Center programs: Next Generation Fires (NGF) Radar Radar Electronic Protection Techniques (Rep-T) Active Protection Systems (APS) Collaborative ISR Sensors (CISRS) AN/TPQ-50 and/or AN/TPQ-53 Programs of Record Interested sources are requested to submit a brief summary of their Capabilities/Facilities and how they would support the tasks listed herein to this RFI and pertinent points of contact. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions.� Submitted material will not be returned. All submissions must be in Microsoft Word or Adobe PDF (1-inch margins and 12 point Arial), e-mailed to:� Amy Pancio (amy.l.pancio.civ@mail.mil) and Nicolas Martin (Nicolas.A.Martin2.civ@mail.mil). Label the cover page clearly with RFI title: �I2WD/PdM M2S2 Radar Support�, respondent organization, and POCs.� The page limitation for the Statement of Capabilities package is 10 pages, including figures & tables. Questions via phone call in regards to this RFI will not be permitted. This is for information gathering purposes, the Government does not intend on providing a follow on question and answer portion. The NAICS classification for this potential requirement is 334511 � Search, Detection, Navigation, Guidance, Aeronautical and Nautical Systems and Instrument Manufacturing.� Small business concerns that comply with the aforementioned NAICS classification standard are encouraged to respond, indicating their status under the subordinate subcategories, if applicable ( i.e., small disadvantaged small business, women-owned small business, service disabled veteran owned small business, etc.). �All respondents to this RFI MUST BE US CITIZENS within the Continental United States (CONUS).� No other responses will be permitted. All submissions must be received no later than 04:00 PM Eastern Standard Time, on Friday, 29 May 2020.
