- PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3,4 & 5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Ash River Insulation project for Voyageurs National Park in Orr, MN. Work will consist of providing all labor, materials, tools and other equipment necessary to, upgrade two buildings to have, energy efficient closed cell foam insulation applied to approximately 1,500 Sq ft of walls at R-28 and 7,180 Sq Ft of ceiling at R-35/41, which will improve the working conditions inside the buildings during cold weather and prevent the formation of ice dams on the exterior of the buildings during the cold weather months. The Owner will cover the final installation with a intumescent Coating to provide the code required fire protection following contracted installation. Coordinate proper material and confirm (or recommend) product to be used that is compatible with installed foam insulation. SOLICITATION NUMBER: 140P6420R0022. PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by early July 2020 with performance to begin in late July 2020. Construction Wage Rate Requirements for St Louis County, MN will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238310, and the size standard is $16.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid/late June 2020 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/search?index=opp and FedConnect website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
