- Amendment 0001 The purpose of this amendment is as follows: 1) Offers Due Date has been updated to Friday, 29 May 2020 no later than 2:00PM Atlantic Standard Time. 2) Answers to questions will be posted through Contract Opportunities on https://beta.sam.gov by 21 May 2020. 3) No further questions will be accepted. 4) All other terms of the Request for Quote remain unchanged. Solicitation Number: 12F43020Q0001 This solicitation is issued as a Request for Quote (RFQ). FAR Part 13, Simplified Acquisitions Procedures, will be used.� A contractor may be eliminated from consideration without further exchanges if technical and/or pricing proposals are not among those Offerors considered most advantageous to the Government. This solicitation is 100% set-aside for total small businesses associated with NAICS 238220, size standard $16.5M. Period of Performance for the resultant contract will be one (1) year upon contract award with four (4) option years in accordance with all terms, conditions, provisions, and specifications of the solicitation. This solicitation will result in a Firm-Fixed Price contract to a single offeror determined to be responsive and responsible. Offeror must be registered in the System for Award Management (SAM) website: https://www.sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. The solicitation document and incorporated provisions and clauses are those in effect through the date of posting. It is the Offeror's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/content/part-52-solicitation-provisions-and-contract-clauses. MUST provide a completed copy of the provision at 52.212-3, Offeror Representations and�Certifications � Commercial Items with your offer. Due to current COVID 19 pandemic, a site visit will not be offered. The proposed contract will be awarded to the Offeror that represents the Best Value to the Government in terms of technical merit and price. HOW TO SUBMIT PROPOSAL: Due to current COVID 19 pandemic, quotes will only be accepted via e-mail. Telephone, faxed or in person/mail delivery of proposals will not be accepted. Quotes are due via e-mail no later than 2:00 PM AST, 22 MAY 2020. It is the Offeror�s responsibility to verify quote was received. Quote received after the due date and time shall not be considered. Paper copies of the amendments will NOT be individually mailed.� By registering to receive notifications on https://beta.sam.gov, offerors will be notified by email of any new amendments that have been issued.� No other notification of amendments will be provided.� Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.� FAILURE to acknowledge an amendment may result in your offer being considered unacceptable. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any quote that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. Each response must clearly indicate the capability of the Offeror to meet all specifications and requirements. When submitting a proposal it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFQ, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The quote should not simply rephrase or restate the Government�s requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements. Offers will ONLY be accepted via e-mail. All other offers will be rejected.
