Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with�ID Quantique SA located at Chemin de la Marbrerie 3 Carouge GE of Switzerland for two (2) InGaAs single photon detectors for the Information Technology Laboratory at NIST, Gaithersburg, Maryland. A quantum networking testbed has been identified as the major thrust of the National Institute of Technology�s (NIST) grand challenge in response to the proposed National Quantum Initiative (NQI). NIST�s Information Technology Laboratory (ITL) is poised to take a leading role (in close collaboration with other labs) in this grand challenge by implementing a quantum network testbed. The goal of the ITL testbed will be to test the performance of components (such as detectors, sources, memories and so on) in a real-life quantum network setting. ITL's Applied and Computational Mathematics Division (ACMD) has extensive quantum component development experience through the Quantum Communications and Networking project. ACMD also has some of the best quantum theory expertise available with current staff. Together we are working to establish a quantum extension of the PNI called the Platform for Quantum Networking Innovation (PQNI). The quantum network and network testbed will cover a range of wavelengths but will be optimized for the wavelength suitable for telecommunications for low-loss and long-distance transmission in optical fiber (such as 1310 nm and 1550 nm). NIST is currently building four identical network nodes to form part of the network infrastructure. Initially, these nodes will consist of a single photon source and a single photon detector. NIST owns two suitable�ID Quantique SA detectors and requires two (2) more identical free running (no gating needed) single photon detectors made of InGaAs material to characterize single photons at the telecom wavelengths. The detector must be operated at room temperature, which enables easy operation, lower cost (in comparison with superconducting detectors) and scalability in the field for long-distance quantum communications. Compatibility of the new detectors to our existing detectors in the aspect of hardware and software is crucial.� As such, NIST owns two�ID Quantique SA detectors (D230-FR-MMF62.5) and seeks to procure two additional identical detectors to ensure 100% compatibility across our four nodes. ID�Quantique SA is the sole manufacturer and sells directly to customers. No other detectors in the market were identified as being compatible with the existing hardware and software. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 3, 2020 will be considered by the Government.� All responses to this notice of intent must be submitted via email to January.Magyar@nist.gov so that they are received no later than June 3, 2020 at 12:00 PM Eastern Time.
