- Special Notice: Broad Agency Announcement (BAA) solicitation BAA-18-R-STCD �Topic S1803: Low Probability of Intercept/Low Probability of Detection (LPI/LPD) Squad Area Networks (SQAN) The U.S Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the U.S Army Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR), U.S. Army Combat Capabilities Development Command (CCDC), Space and Terrestrial Communications Directorate (S&TCD) hereby provides notice of an award to be made on an other than full and open competition basis. The contract was awarded to Secure Communication Systems, Inc., dba/ Benchmark Electronics, Inc.,1740 E. Wilshire Ave Santa Ana, CA, 92705-4615. This effort was previously synopsized as Broad Agency Announcement (BAA) solicitation BAA-18-R-STCD under Topic S1803: Low Probability of Intercept/Low Probability of Detection (LPI/LPD) Squad Area Networks (SQAN).The associated North American Industrial Classification System (NAICS) code for this procurement is 541715. The resultant contract modification included all applicable provisions and clauses in effect through the Federal Acquisition Circular 2020-05. The purpose of this action is the design, development and implementation of a soldier wireless communications network for the Squad Area Network (SQAN) program through a period of performance extension to W56KGU-19-C-0021 to Secure Communication Systems, Inc., dba/ Benchmark Electronics, Inc.,1740 E. Wilshire Ave Santa Ana, CA, 92705-4615. This request is for planning purposes does NOT constitute a request for competitive quotes and a written solicitation will not be issued. Proposals cannot be submitted directly to this notice. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.� A determination not to compete or procure the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Government will not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. This notice is published pursuant to FAR 6.305 and in compliance with 10 U.S.C. 2304(1) and 41 U.S.C. 3304(f).� Respondents: Interested sources must address the following Market Survey Questionnaire: � 1. Telephone Number/Fax Number e. Email Address 3. Describe your company's ability to perform the required tasks: a. The design, development and implementation of a soldier wireless communications network for the Squad Area Network (SQAN) program and developing a low SWaP-C (Size, Weight, and Power & Cost) SQAN radio to enable the dismounted soldier at the tactical edge to communicate with fellow squad members in the adverse environments referred to above where hand and verbal communications are not possible.� This SQAN radio should also be able to operate independently of any backhaul as solicited in BAA-18-R-STCD. b. Technical Elements Low Probability of Interception/Detection (LPI/LPD) Adequate bandwidth (BW) to pass voice (push-to-talk - PTT) and data traffic comprising but not limited to; situational awareness (SA), position/location information (PLI), still images and video Ability to operate in high-usage spectrum environments (Spectrum Agility) Resistance to adversarial or situational RF interference (i.e. jamming � �AJ�) Resistance to spoofing attacks Encrypted transmissions without resort to backhaul for authentication Support for data security at the SBU/FOUO level of classification Should support and must easily interface with other Army non-traditional waveform (NTW) products (e.g. Distributed Beamforming) Proposed solution should be able to transition to a small form-factor (e.g. smart phone size) Operating frequencies must support relevant regulatory frequency allocations. (e.g. NTIA - National Telecommunications and Information Administration - compliancy) Proposed solution should address Army SWAP-C (Size, Weight, Power, and Cost) considerations Interoperability/Integration/Demonstration 4. Miscellaneous: �a. Responses to this notice must be unclassified and should not exceed 20 pages in length in either one continuous Microsoft Word document or one Microsoft Power Point document. The Government will not reimburse responders to this notice for any costs incurred in responding, or in any subsequent exchange of information. b. Offerors may only provide one submission per CAGE code. If your company has different business sectors which hold different CAGE codes, each sector can submit a capability package. In addition, each CAGE code must provide separate facility clearance documentation. If teaming, use the Prime Contractor's CAGE code in the response. Submission of proprietary and other sensitive information must be marked and identified with disposition instructions. Submitted material will not be returned. The information provided and received in response to this announcement is subject to the conditions set forth in FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes. Responses to this notice are due on or before 05:00 pm Eastern Standard Time on 02 June 2020 by email at usarmy.apg.ccdc-c5isr.mbx.stcd-amt@mail.mil with a carbon copy (cc) to the Contracting Officer, Ms. Tammy Woodard at tammy.m.woodard2.civ@mail.mil.
