- Description
- The US Army Corps of Engineers � Portland District has a requirement for services to design and install scaffolding in two turbine draft tubes in Jackson County, OR. This is a non-personal services requirement. Perform these services in accordance with the terms of the contract and as defined in Statement of Work (SOW). The draft tubes are located in the Lost Creek Powerhouse about 30 miles east of Medford, OR at the downstream base of William Jess Dam. Access to the draft tubes is limited and is a confined space entry. During project execution the USACE will provide the safe clearance and lockout as well as the permit-required confined space documentation. The selected contractor will be required to meet with USACE personnel prior to beginning work and entering the draft tube to review safety procedures, lock-out tag-out locations, activity hazard analysis and will be required to sign on to an active clearance. Hazardous Energy Control Program (HECP) Affected Person (AP) training will be required of contract personnel performing the work. See Section 7 �Hazardous Energy Control Program� later in SOW for additional information and instructions. The purpose of this requirement is to: A. Design and install scaffolding inside two identical turbine draft tubes. The scaffolding shall support a welder and a helper and welding equipment and provide a safe working platform for the welding of turbine platform brackets onto the walls of the draft tubes. B. Scaffolding is required in each draft tube at separate times defined as Task 1 and Task 2. C. Scaffolding shall be designed and erected in compliance with all applicable laws and regulations and safety requirements. D. Due to regulatory power generation requirements the contractor shall be required to perform this work within a set range of dates.
