Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a full and open competition. The associated NAICS code is 334516.� The small business size standard is 1000 Employees. This combined solicitation/synopsis is for purchase of the following commercial services and products: This order is to purchase the following Loligo Systems Products Model #SY25240 � Microplate System (add-on (24 channels/1700uL) Model #CH10505 � Water bath for microplate Model #AC10000 � Handheld digital flow meter (excl. probe) Model #AC10002 � Vane wheel flow probe This equipment allows for measuring oxygen consumption rates in real-time, and for high through-put respiration measurements in tiny organisms like individual embryos, tissue/cell samples, marine invert or fish eggs or larvae and juveniles.� These products extend our capabilities of existing equipment and are the only identifiable products that are capable and compatible to meets these objectives. TECHNICAL SPECIFICATIONS:� For egg/larval (microplate) respirometry (e.g., Model #SY25240), we need a system capable of measuring respiration rates in small marine organisms and compatible with our existing software/hardware equipment in the laboratory (Loligo product #SY25000). Each plate must be capable of performing at least 24 measurements simultaneously with a chamber size of 1.7 milliliter to match with existing plates.� System must be able to be kept at a constant temperature, either through built-in thermal control or via a water bath (e.g., Model #CH10505).� *Real-time oxygen measurements in 24 chambers/wells *non-invasive & non-destructive measurements *Glass micro plates with sealed chambers for respirometry *pre-calibrated sensors *1700 uL chamber size For juvenile (swimming) respirometry, we need to be able to measure and record water flow rates with the following capabilities: - Data logger for approx. 5000 values with date and time - USB interface for downloading the logged data to a PC - 4-20 mA / 0-10 V input - Dynamic control keys - IP65 For probe capabilities, we need: -Stainless steel (titanium wheel) construction -Outer diameter���������� 30 mm -Flow range���� 0.01 - 3 m/s -Medium�������� Gas and liquids- -Accuracy������� +/- 1.5 % -Operating temperature���������� -20 to 100 �C BRAND NAME JUSTIFICATION: This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. This need is highly specific and specialized. Although respirometry systems capable of measuring rates in larger marine animals are made by several vendors; measurements on the scale of individual embryos or larvae require much small chamber volumes (<5 ml or smaller) and high replication e.g., microplates. While other vendors have chambers that are small enough to measure juvenile fish, only one measurement can be made at a time and this is not high-throughput enough for our needs. Extensive research has failed to find more than one vendor offering a system that meets our needs. We are also unaware of equipment that is compatible with our existing respiration setups at the laboratory (full microplate system, software and swim tunnels) that were supplied by Loligo. Therefore, Loligo Systems is the only vendor capable to fulfill our needs for this purchase. PLEASE SEE THE ATTACHED STATEMENT OF NEED AND ATTACHED COMBINED SYNOPSIS FOR MORE INFORMATION.
