Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-5. This procurement is set aside for Total Small Business. The NAICS code is 333120 and the Small Business Size Standard of 750 employees. The Product Service Code is 3805. SPECIFICATION: Furnish and deliver a Compact Track Loader to be used by Bighorn National Forest employees to accomplish land management activities. The unit will be going to remote work sites on National Forests and will need to meet the specifications provided. Model shall be new. Line Item 001 Compact Track Loader specifications are based on a 2020 Bobcat S870 with the P69 Performance Package and the C37 Comfort Package, to include Selectable Joystick Controls feature.� All make/models submitted must meet equal or comparable capabilities. Minimum requirements are represented by meeting the following: Engine: 100HP turbo charged diesel (include block heater) Distance from Authorized Dealer/Warranty Service Shop to Delivery Location: 75 Operating weight not to exceed 13,500 lbs (w/o attachments). Min Lift Capacity: Rated Operating Capacity (ISO) 3500lbs Height to Bucket Hinge Pin: 134"" (AMENDMENT 1) see attachment Fully Enclosed Cab with climate controls and adjustable air ride seat, joystick controls for hydraulics and attachments, 7 pin attachment control capability.� High Flow Hydraulics @36 gpm, with quick couplings, power attach.� Travel: Two Speed Transmission Tracks: 17� wide, guides for retaining on rough terrain, rubber, Low Ground Pressure of 5 psi or less. Safety- ROPS, 3-point seatbelt, instrumentation, headlights/work lights, taillights, backup alarm, horn. Line Item 002 Forestry Head Unit is based on Bobcat 70� Forestry Cutter (part 7305459) to include the required Forestry Applications Kit, M Series (part 7257723). All make/models submitted must meet equal or comparable capabilities. Minimum requirements are represented by meeting the following: Masticator/Forestry Cutter- 70� width, two speed, spiral tooth pattern, coupler guard and required protective requirements to cab, chassis, undercarriage, exterior components. Line Item 003 Severe Duty Bucket is based on Bobcat 85�. All make/models submitted must meet equal or comparable capabilities. Minimum requirements are represented by meeting the following: Severe Duty Bucket- 85�, 1-inch bolt on cutting edge, reinforced Specifications are outlined in Attachment 1 (see page 14). Quote/Offer Content: a)�������� The SF1449 signed by an individual authorized by Offeror�s company or organization to sign contracts (page 1, Block 30 a-c) b)�������� Any and all Amendments (SF-30) must be acknowledged and submitted with quote (if applicable) c)�������� The Schedule of Items with the proposed make/model and all dollar amounts filled out. Unit prices shall include shipping to and to Sheridan, WY. d)�������� The provision FAR 52.212-3 completed or evidence that the representations and certifications have been completed in the System for Award Management (SAM). if you have not completed this section in SAM.� The SAM website - https://www.sam.gov e)�������� Submit product literature for proposed make and model, that demonstrates that the minimum specifications have been met.
