- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the establishment of modifications, modernizations, and improvements to the Standard PEMA Cyber Solution (SPECS) Information Technology (IT) solution.� The SPECS IT solution supports complex integrated solutions comprised of Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and custom sustainment scripts.� The IT solutions must support multiple Enterprise Aviation Logistics Enterprise (ALE) applications, Type Model Series (T/M/S) aircraft unique applications and related CONOPS.� The SPECS IT solution supports stand-alone, closed loop and connected (wired & wireless) configurations.� The complexity of the SPECS IT solution and dependence on integrated Enterprise technologies makes it a highly unique product unfamiliar to the general commercial market.� The Government intends to issue a sole source contract to The Lockheed Martin Rotary and Mission Systems (LM RMS), 1801 State Route 17C (Mail Drop 0760) Owego, NY 13827. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. The Lockheed Martin RMS Company is the original SPECS IT solution developer and the only source capable of meeting the Government�s requirements to modify, modernize, and provide improvements to the SPECS IT solution. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
