Description

Strategic Systems Programs (SSP) will be procuring follow-on engineering and services support for U.S. Navy SSP-owned Flight Test Instrumentation (FTI) and Readiness Instrumentation (RI) systems operated in support of SSP Trident II Flight Tests, with L3 - Interstate Electronics Corporation (IEC). The work will include planning, maintaining, operating, sustaining, and providing logistics support and life cycle management for the FTI/RI systems to ensure the highest availability and maximize the data collected during flight tests; as well as FTI data acquisition, and post-mission processing and analysis of data collected by the FTI systems during flight test mission support. Additional scope includes operation of FTI systems in support of flight tests other than Trident II missions, Shipboard Data System (SDS) development activities, and implementation of FTI system refreshes and Strategic Systems Program Alterations (SPALTS). This effort is inextricably linked to work already being performed by IEC under contract N00030-18-C-0001, which SSP awarded using other than full and open competition. This effort will be negotiated and awarded by means of a new procurement contract modification under existing contract N00030-18-C-0001. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
