- This is a SOLE-SOURCE Special Notice.� DOT�s Office of Intelligence, Security and Emergency Response (S-60) plans to purchase, on a SOLE-SOURCE basis, from a company named Zignal Labs, six 1-year Licenses (with two 1-year options) for DOT staff-members to use the �Zignal Labs Enterprises � Profiles� social-media-monitoring tool, as a needed part of DOT�s intelligence-and-security operations.� Based on the facts given below, DOT and this action�s cognizant contracting officer believe that Zignal Labs is the only firm capable of providing the social-media-monitoring needed by DOT. � Description of Supplies/Services:� The United States Department of Transportation (DOT) requires a social media monitoring tool to support two primary missions: (1) the Protective Service Detail (PSD) mission to provide executive protection to the Secretary and Deputy Secretary, and (2) the Transportation Operations Center (TOC) mission to provide 24/7 monitoring, collection, and dissemination of all-threats and all-hazards incident information to the Secretary and DOT Senior Leadership. Identification of Statutory Authority: Unique capability - 41 U.S.C. 253 (c)(1). � Demonstration of Zignal Labs� Unique Capability:� Zignal Labs is a big data analytics platform that leverages machine learning and artificial intelligence to provide analysts with the most cutting-edge technology to both exploit and protect themselves in the information environment. Zignal provides the U.S. Government (USG) with an industry leading open source, media intelligence analysis capability that complements proprietary tools and collections. Zignal uses artificial intelligence and proprietary algorithms to sort and display open source publicly available social media. Zignal is the only big data analytics technology that ingests the full spectrum of media data in a single platform. This media includes social, traditional (print and digital), broadcast, social video and online sources � to give users the most comprehensive picture of the open source digital media environment in true real-time.� Users can simultaneously analyze different aspects of multiple issues to identify and observe trends to maximize their situational understanding in a multitude of scenarios. Accessing multiple user login dashboards allows DOT to separate the PSD mission and the TOC mission and still allow access to the full spectrum of information. This key factor separates this product from the other solutions. It allows the system administrators the capability to build search factors and dashboards based on specific mission requirements and separate or combine based on mission needs. No other product DOT evaluated has this function. In addition, the system is the only product to identify peaks through a graph feature when incidents receive high traditional media and social media attention, thereby identifying critical issues quickly for the users. This feature can be built into the dashboards and simultaneously provide peaks to different profiles built into the different dashboards. The flexibility this feature offers is by far greater than the other products. Zignal is the only company working with the USG that has been selected to join an exclusive group of innovators from the media and social analytics marketplace as a strategic Twitter partner, giving it an unlimited data stream and complete access to every data product Twitter offers � including Enterprise API. Zignal�s data access was far superior to any other product that was tested. Data sources and speed is critical when monitoring social media for threats and actionable events. DOT conducted a real-time test by sending out a matching keyword to an established Zignal keyword profile. The test simulated a threat posted on Twitter to the Secretary of Transportation. Zignal alerted to the matching keyword in under thirty seconds, a speed and accuracy level that was unmatched during the evaluations of any other product. This access allows for near-real-time alerts based on user criteria. Zignal�s Sentiment Analysis features allows for results to be quickly sorted and prioritized based off positive, neutral, or negative sentiment. Zignal offers the ability to perform multilingual searches across the wide array of social and traditional media sources. This function is crucial for DOT�s foreign executive protection missions. Zignal ingests geo-tagged data from numerous social media platforms, which is crucial for maintaining situational awareness to international threats to the Secretary of Transportation. Furthermore, Zignal capabilities provide a unique overlay to identify and understand disinformation campaigns designed to amplify specific narratives and drive behavioral changes. Unique to Zignal's media intelligence capabilities, the platform identifies artificial narrative amplification by social media bots enabling users to better recognize and understand the complexities associated with misinformation or disinformation campaigns. The Zignal Labs platform presents a holistic view of the open source media environment and the integrated view delivers valuable information in true real-time. From the ability to measure public reactions to identifying event signatures, Zignal provides a holistic media intelligence picture enhancing situational understanding of the information environment. Based on the above, Zignal�s unique capabilities make it the only company offering a product that meets the Agency�s needs.
