Description

NOTICE OF SOLE SOURCE INTENT This notice is not a request for competitive quotes or proposals. National Oceanic and Atmospheric Administration (NOAA) intends to award a sole source contract to McKinsey & Company Inc. (McKinsey) located in Washington D.C to conduct a second Organization Health Index (OHI) that exactly mirrors the first OHI, in order to identify changes within NOAA since the first OHI by keeping the assessment itself consistent to control for variables that would result if the actual assessment changed. The first OHI was conducted under Blanket Purchase Agreement Order GS10F0118S/ST133017BA0074/1332KP18FNEEA0013. McKinsey is the only source available, due to proprietary information developed in the first OHI. The results from the first OHI will be compared with the second OHI. The contract award will have a period of performance (POP) of approximately three (3) months. A Sole Source Justification is being prepared. The Government anticipates award before July 2020. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer & Contract Specialist listed below within 15 calendar days of this notice, explaining the contractor�s rationale for their objection to the planned sole source and demonstrating their capability to fully satisfy this exact requirement. The statutory authority for other than full and open competition is �FAR 13.501(a), 41 U.S.C. 1901, only one responsible source and no other supplies or services will satisfy agency requirements. All responses should include the vendor's DUNS Number. The NAICS code for this effort is 541611 �Administrative Management and General Management Consulting Services. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements.
