- Description
- The Naval Air Warfare Center, Weapons Division, China Lake, CA, has a requirement to procure a 40� Containerized Sensitive Compartmented Information Facility (SCIF)/ Special Access Program Facility (SAPF) which will be utilized as a Mobile Ground Station (MGS) to support Naval Air Warfare Center � Weapons Division (NAWCWD), Advanced Technology Systems Branch testing. The MGS will be accredited and operated as a SAPF under DoD Manual 5205-7 Volume 3 and Intelligence Community Directive (ICD) 705 in order to process and store classified information. Interested party shall be able to build the MGS out of a 40� shipping container that can be loaded onto a truck, transported, relocated and used as a free standing building outside or inside a larger building such as a hangar or mounted on a mobile trailer for temporary operations.� The MGS will be operated in the United States, but potentially outside of DoD or U.S. Government facilities therefore, the special access program facility-accrediting official (SAO) has stipulated that MGS will include a minimum of 60 dB RF attenuation to meet a Certified TEMPEST Technical Authority (CTTA) evaluation. The MGS is also required to meet Sound Group 4 - Sound Transmission Class (STC) 50. Responsible interested parties may submit information in which they identify their interest and capabilities to respond to this requirement. The Government will consider all information received via email to the Contract Specialist and Contracting Officer by 27 May 2020 at 3:00 P.M. PST.� A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/SAM/.� This notice of intent is not a request for competitive proposals. It is a market research tool used to determine the adequacy of potential business sources, especially small business sources. Any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N6893620R0121 and provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to deliver the required products without compromising the quality, accuracy, reliability, or delivery schedule.
