National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Item Purchase THIS SOURCES SOUGHT IS NOT A REQUEST FOR QUOTATION. It is a market research tool being used to determine potential and eligible business firms that can provide the product described herein prior to determining the method of acquisition. The National Institute of Standards & Technology (NIST) seeks information on vendors that can provide Inter-RF Subsystem Interface (ISSI) Configuration Services according to the specifications attached herein. This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is currently available. Additionally, The Government is not obligated to and will not pay for any information received from potential sources because of this sources sought announcement.� The results of this Sources Sought will be utilized to determine if any business opportunities exist. Any business, regardless of size, will be considered. In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. Because of this Sources Sought announcement, NIST may conduct a competitive procurement on Federal Business Opportunities (FBO.gov) and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage that can fulfil the requirement, in accordance with the requirement descriptions and technical specifications indicated in the Specification Document, then this acquisition shall be solicited as a small business set aside. However, NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541330, Engineering Services, with a small business size standard of $15.0 million. The specific purpose of this Sources Sought Announcement is to determine if there are any businesses, within the parameters identified above, that can provide the specialized equipment identified in the Specifications Document. Interested business organizations that believe they can meet the requirement should submit electronic copies of their capability statement. Please limit responses to five (5) pages or less. �Email your capabilities statement to Tim Thompson at silas.thompson@nist.gov and Aron Krischel at aron.krischel@nist.gov.� Responses should include the following information: 1. Company Profile to include number of employees, office location(s), DUNS number and Cage Code. 2. Name of company that will provide the product. 3. Name of company that will manufacture the product. 4.� Specification sheets and examples of products that meet the Specifications attached herein. 5. Typical lead time to deliver the product after receipt of award to include installation time and any necessary training that is provided. 6. Identification and verification of the company�s small business status. 7. Any other relevant information that is not listed above which the Government should consider in developing our service requirement and finalizing our market research. (Company sales brochures or marketing packages will not be considered). � STATEMENT OF WORK TITLE: ISSI Configuration Services LAB REQUESTING SERVICE: Communications Technology Laboratory, Public Safety Communications Research (671) BACKGROUND INFORMATION Public Safety Communications Research (PSCR) laboratories provide research, development, testing, and evaluation to foster nationwide communications interoperability. To be able to accurately test, monitor, and measure Land Mobile Radio (LMR) and Long Term Evolution (LTE) interconnected signals, an LMR system must be interconnected to an LTE system.� This interconnection will allow PSCR to conduct in-depth research, development, testing, and evaluation of these interconnected systems. PSCR has a Motorola ASTRO 25 land mobile radio (LMR) system using a non-redundant M1 core on system release 7.18 with one RF repeater site installed at the Boulder, CO campus. Two Inter-RF Subsystem Interface (ISSI) 8000 licenses were purchased from Motorola when this LMR system was procured with the intent to use these two ISSI licenses to interconnect to LTE Push to Talk (PTT) systems in the future. The two ISSI licenses reside on an Intersystem Gateway (ISGW). One of these ISSI licenses will be used to interconnect to a Nemergent Mission Critical PTT (MCPTT) LTE system installed in the PSCR laboratory. PSCR will follow the 3GPP standard for interconnecting LMR and LTE systems. The 3GPP standard states an Interworking Function (IWF) shall serve as the interconnection between LMR and LTE systems. The IWF is still being defined by the 3GPP standards body and are not commercially available at this time. PSCR has awarded Valid8 a contract to create an IWF emulator to serve as an interim step towards a standards-based IWF. � � �2.� SCOPE OF WORK PSCR requires ISSI configuration services on a Motorola ASTRO 25 system that has an ISSI 8000 and ISGW that need to be configured to interface with a Nemergent MCPTT system in the Boulder, CO laboratory. The ISSI will interface with the Nemergent system via the IWF emulator being developed by Valid8. The contractor shall perform setup, configuration, and testing of the ISSI interface between the Motorola LMR system and the Nemergent MCPTT system via the IWF emulator at the PSCR laboratory in Boulder, CO. PSCR shall be responsible for the configuration of the IWF emulator and Nemergent MCPTT system. These ISSI configuration services can be performed either on-site at the Boulder, CO campus or remotely. � � � �3.� SPECIFICATIONS The contractor shall deliver ISSI configuration services which will require the following outcomes to be completed at the PSCR lab in Boulder, CO or remotely. Ability to provide group, private, and emergency communications between the Motorola ASTRO 25 system and the Nemergent MCPTT system Interconnected calls can be placed on P25 Phase 1 - LTE Talkgroups Interconnected calls can be placed on P25 Phase 2 - LTE Talkgroups � � � �4.� �PERIOD OF PERFORMANCE Configuration of ISSI 8000 and ISGW to interconnect to the Nemergent MCPTT system via the Valid8 IWF emulator in the Boulder, CO laboratory:� Thirty (30) days after receipt of award. Contingency: the period of performance is dependent on our ability to supply the contractor with access to the Motorola system located at the PSCR laboratory at Boulder, CO. An alternative may be to perform these configuration services remotely. � � � �5.� PLACE OF PERFORMANCE Ideally, the configuration of the ISSI 8000 and ISGW will be performed at the PSCR laboratory on the Boulder, CO campus. An alternative is to configure the ISSI 8000 and ISGW remotely. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.� � � � 6.� � PERFORMANCE REQUIREMENT SUMMARY The Contractor shall perform an Acceptance Test Procedure (ATP) on the interconnected systems to verify proper operation.
